The Singapore Branch of the International Law Association is delighted to organise the second annual ILA Singapore Symposium, on the topic "The Growing Access to International Law”. 

The event will commence with a keynote address from Singapore’s Ambassador for International Law, Ambassador Rena Lee.

There will then be two “Tylney Hall” moderated discussions, allowing participants to discuss and debate questions proposed in advance by attendees, under the guidance of experienced practitioners as moderators.

The Public International Law session will focus on recent trends in access to justice in public international law. Attendees may wish to raise questions that interrogate the increased democratisation of judicial proceedings in international law, including through the use of advisory opinions, legal statecraft to invoke jurisdiction on the basis of erga omnes obligations, and the participation by more states in such proceedings, including as intervenors.

The Private International Law session will look at developments in mechanisms to strengthen access to justice in private international law. Questions are invited to tackle the theme by discussing, amongst others, strengthening of legal frameworks relating to the circulation of judgments and mediated settlement agreements, and contemporary debates on the need for reform of state-related dispute settlement mechanisms to ensure greater agency and increased participation by non-state actors affected by the outcomes of such disputes.

The symposium will be held under the Chatham House Rule to facilitate an open and honest exchange of ideas involving academics, practitioners, as well as the public and private sectors.

Ambassador for International Law and Chief Executive
Intellectual Property Office of Singapore (IPOS)

Rena Lee is Singapore’s Ambassador for International Law and Chief Executive of the Intellectual Property Office of Singapore. Rena joined the Singapore public service in 1992 and has served in a number of roles, including with the Attorney-General’s Chambers and the Ministry of Foreign Affairs. She specializes in the practice of public international law, covering diverse areas including law of the sea, environmental and climate change law, and humanitarian and human rights law. Rena was most recently Ambassador for Oceans and Law of the Sea Issues and Special Envoy of the Minister for Foreign Affairs. In this capacity, Rena was elected President of the BBNJ Intergovernmental Conference in 2018 and served until the successful conclusion of the negotiations in 2023. Rena was also a member of the Legal and Technical Commission of the International Seabed Authority from 2017 to 2022.

Andrew Battisson, Partner, Linklaters

Andrew is head of the international arbitration practice for Linklaters in Asia and the Middle East and is highly ranked across the major legal directories.  Andrew has extensive commercial and investor state arbitration experience including in the energy and infrastructure, financial services and telecommunications sectors.  He acts for and against States in investment treaty matters and is a market leader in enforcement of investor-state arbitral awards.  He acts as counsel under all the major arbitral rules and frequently sits as arbitrator.  Andrew recently acted for renewable energy investors against the Kingdom of Spain in the Federal Court of Australia and the High Court of Australia in a case resulting in the first contested ICSID award to be recognised and enforced in Australia. The resulting judgments have provided important clarification on the meaning and effect of the enforcement articles in the ICSID Convention and on the approach to treaty interpretation and the law of sovereign immunity in Australia.

Dr Jean Ho, Associate Professor of Law and Director of J.D. Programme, National University of Singapore

Dr Jean Ho is Associate Professor of Law and Director of the J.D. Programme at the National University of Singapore. Prior to joining academia, she practiced investment and general international arbitration with Shearman & Sterling LLP. Jean holds law degrees from New York University, l’Université de Paris I (Panthéon-Sorbonne) and Cambridge University, and is called to the Singapore and New York bars. Her latest book New Property in International Law has just been published by Oxford University Press as part of its flagship Oxford Monographs in International Law series. She is also a principal co-author of a leading textbook International Investment Law and Arbitration, published by Cambridge University Press, and which has been cited with approval by the Singapore Court of Appeal and the Colombian Constitutional Court.

Mr Herman Jeremiah, Dentons Rodyk

Herman Jeremiah is a senior partner in Dentons Rodyk's Litigation & Dispute Resolution practice. He is also Co-Head of its International Arbitration practice. His areas of practice include international arbitration, banking and finance litigation, insolvency litigation and restructuring, high value contractual disputes resolution, general litigation in insurance, employment disputes and competition law. In international arbitration, Herman's experience includes representation in respect of matters as varied as depreciation policy dispute in a joint venture, oil and gas price dispute in the context of the Indonesian Production Sharing Contracts, CISG contracts, Islamic finance facilities, standby off-take agreements, shareholder and joint venture disputes, airline software solutions and the termination of shipbuilding contract under various institutional rules of SIAC, ICC and LCIA arbitrations. He also accepts appointments as an arbitrator. In commercial litigation, his recent matters included acting for a trade finance bank against a substantial global commodity trader in the recent Hin Leong collapse and appearance before the Singapore International Commercial Court (“SICC”) for a bank client in respect of a setting aside application by an Indonesian State-Owned Enterprise of an arbitral award in his client’s favour. Herman is a Fellow of the Chartered Institute of Arbitrators (CIArb), Fellow of the Singapore Institute of Arbitrators (SiArb), Member of the Singapore International Arbitration Centre (SIAC) Panel of Arbitrators, Member of the Hong Kong International Arbitration Centre (HKIAC) List of Arbitrators, Member of the Dubai International Arbitration Centre (DIAC) List of Arbitrators, Panellist of the Asian International Arbitration Centre (AIAC), Fellow of the Insolvency Practitioners Association of Singapore, Member of the LCIA Users’ Council Asia Pacific and Member of the ICC Singapore Arbitration Group. He has added to his qualifications by being called to the English Bar in 2020 as a non-registered barrister and to his expertise, investment treaty arbitration by way of the QMUL LLM programme, completed in July 2023. He has since been able to advise on investment treaty related issues which included (i) the avoidance of a potential investment treaty claim against State arising from an otherwise purely international commercial arbitration involving a State-Owned Enterprise, (ii) the impact of an ICSID Award in an acquisition transaction and (iii) the obstacles to a potential investment treaty claim.

Katie Chung, Partner, Norton Rose Fulbright (Asia) LLP

Katie Chung is an international arbitration and dispute resolution partner in Norton Rose Fulbright based in Singapore. With more than 15 years’ experience, Katie has advised and represented private and state-owned clients across many sectors in Asia related complex commercial and investor-state arbitrations conducted under all major arbitral rules and under both private law and international law. She has particular expertise in aviation, commodities, digital infrastructure, energy (including oil & gas, power, renewables), fast moving consumer goods, financial institutions, telecoms and technology. Apart from acting as lead counsel, Katie regularly sits as arbitrator and has been appointed as arbitrator in SIAC, HKIAC and ICC arbitrations seated in Singapore and Hong Kong. She is on the reserve panel of arbitrators of the SIAC, the List of Arbitrators of the HKIAC, the Panel of International Arbitrators of the KCAB and the Panel of Arbitrators of the THAC. Katie is a delegate of the ICC Commission on Arbitration and ADR and member of the LCIA Asia Pacific Users’ Council. She is the author of the module on confidentiality in international arbitration on Kluwer Practical Insights. Katie is consistently recognized as a "Next Generation Partner" by The Legal 500 Asia Pacific, as an “Up and Coming” partner by Chambers & Partners and by Who’s Who Legal as a Most Highly Regarded Future Leader in International Arbitration.
