Sandra Moniaga, Member of the National Commission on Human Rights of the Republic of Indonesia 2012-2017 and 2017-2022

Sandra Moniaga has used her training in law to advocate for environmental and indigenous rights for over 25 years. Since receiving her law degree from Parahyangan Catholic University, Indonesia in 1986, she has co-developed and led several local and national NGOs focusing on rights-based and poor-oriented policy advocacy, legal resource development, democratization of law reform, and knowledge management. In November 2012 Sandra was selected by the Parliament as a Commissioner of the National Commission on Human Rights of the Republic of Indonesia (Komnas HAM - RI) and served 2x five year terms in the Commission.

Jun Arima, Economic Research Institute for ASEAN and East Asia 

Jun Arima is a Professor in the Graduate School of Public Policy, the University of Tokyo since August 2015. He currently holds the Professorship at the University of Tokyo, he serves as Project Leader for the 21st Century Public Policy, a Distinguished Senior Research Fellow at the Asia Pacific Institute of Research and a Consulting Fellow at the Research Institute of Economy, Economy, Trade and Industry, Senior Policy Fellow for Energy and Environment, Economic Research Institute for ASEAN and East Asia(ERIA). He is also a Lead Author of the Intergovernmental Panel of Climate Change (IPCC) 6th Assessment Report.

Danielle Yeow, Lead, Climate Change Law and Policy, Centre for International Law, NUS 

Danielle Yeow specializes in climate change law and policy issues at the Centre for International Law (CIL), National University of Singapore, and is an Adjunct Associate Professor in the Master of Science in Environmental Management Programme at the Faculty of Law. She hosts CIL's “In Conversation” series that explores a range of issues at the center of the climate debate and trends that impact the direction of the global efforts to combat climate change. Danielle is also concurrently a Senior Advisor with the DGA - Albright Stonebridge Group and a Consultant for KGP Legal (Member of InterAsia Law Alliance). 

Railla Puno, Associate Lead and Research Associate, Climate Change Law and Policy, Centre for International Law, NUS 

Railla is the Associate Lead of the Climate Change Law and Policy Programme at the NUS Centre for International Law. Railla has an LL.M. degree in Global Environmental Law from Pace University and a Juris Doctor degree from the University of the Philippines. She previously worked for the Climate Change Commission of the Philippines as Legal Services Division Chief where she oversaw the national process for signing and ratifying the Paris Agreement and the Climate Action Network, where she led the policy development for the UNFCCC ENGO constituency focal point. Railla has also done extensive climate change consultancy work for various organizations such as the International Development Law Organization, Rare Philippines, and the World Resources Institute.

Tim Guanzon, Energy Lawyer, ASEAN Energy and just transition expert, Client Earth 

Tim Guanzon is a lawyer at ClientEarth. Before joining ClientEarth, Tim was the Director for the Energy Committee under a Philippine Senator for close to 6 years. Her work focused on legislation and oversight over the entire energy value chain where she led the team providing legal and technical support for the passage of 11 new energy laws. She is one of the awardees of the Women in Renewables Asia 2019.

Aldilla Rakhiemah, Project Manager, ASEAN Climate Change and Energy Project, ASEAN Centre for Energy 

Aldilla Rakhiemah is the Project Manager of the ASEAN Climate Change and Energy Project (ACCEPT) at the ASEAN Centre for Energy (ACE), where she leads initiatives aimed at driving the region's transition towards a low-carbon energy future. Recently promoted to lead ACCEPT, Aldilla plays a pivotal role in advancing research on the energy-climate nexus within ASEAN, ensuring that the region's energy policies align with ambitious climate goals. Before joining ACE, Aldilla garnered extensive experience at Pertamina, Indonesia's state-owned energy company. She holds an MSc in Geography from the University of Zurich, Switzerland, and a BA in Economics from Airlangga University, Indonesia.

Paul Butarbutar, JETP Indonesia Secretary General 

Paul Butarbutar currently serves as the Secretary General of the JETP Indonesia Secretariat. Bringing more than 24 years of experience in environmental and energy advisory work, Paul’s portfolio includes managing air pollution and waste, climate financing, carbon pricing, carbon market, renewable energy, and energy efficiency investments. He has advised various Ministries in Indonesia, including the Ministry of National Development, the Ministry of Finance, and the Ministry of Environment and Forestry, as well as multilateral institutions such as the UNDP, ADB, World Bank, AusAID, among others. Paul actively contributed to Article 6 negotiations during COP26.

Martua T Sirait, Lead, Policy Support Unit, Samdhana Institute 

Martua T. Sirait has been working in land tenure and resource policy research in Indonesia and the SEA region since working at World Agroforestry Center. In 2008, he was formally recognized as a Samdhana Fellow. From 2016, he led the Policy Support Unit at Samdhana Institute to promote land tenure security for the Indigenous People’s and Local Communities, and since 2018 has served as Director for Indonesia Operations at the same institutions.

MODERATORS' PROFILES

Linda Yanti Sulistiawati, Senior Research Fellow, Asia-Pacific Centre for Environmental Law, NUS Law

Linda Yanti Sulistiawati is a Senior Research Fellow at APCEL and also an Associate Professor of Law in Universitas Gadjah Mada, Indonesia. She received her doctorate in 2013 (honorary mentioned) from University of Washington School of Law, supported by the Fulbright PhD Presidential Program.  She focuses on international environmental law issues, such as climate change, REDD+, marine plastic pollution, environmental courts and tribunals, and land issues and customary (adat) issues. Linda was a member of the delegation leading Indonesia’s negotiations of the Paris Agreement on Climate Change. From 2018 to 2023, Linda was a lead author of the Intergovernmental Panel on Climate Change’s Sixth Assessment Report. She is a member in the ASEAN Working Group for Enviornmental Rights since 2022. Her current research, Climate Change Related Litigation in Indonesia is published in Nature Communication Earth and Environment, 2024. 

Denise Cheong, Lead, Energy Law and Policy, Centre for International Law, NUS

Ms. Denise Cheong is the Head of Energy Law and Policy at the Centre for International Law (CIL), National University of Singapore (NUS). Her research interests centre around law and policy issues that cut across the energy, ocean and environmental sectors. Prior to her current position, she was formerly the Head of Nuclear Law & Policy and was responsible for developing the area into a standalone programme at CIL. In her new role, Denise’s research will focus on energy governance issues of international importance and/or regional significance across the energy cycle, particularly those of a cross-cutting nature. Apart from nuclear energy, her research focus will expand to include other low-emission energy sources.
