Denise Cheong Presents at the Inaugural World Nuclear Transport Conference 2025
Denise Cheong, Head of Energy Law & Policy, participated in the inaugural World Nuclear Transport Conference 2025, a conference organised by the World Nuclear Transport Institute and held from 25 - 26 November 2025 in London, UK.
Denise presented as part of a panel on the Future of Transport Standards & Regulation that comprised of legal experts and industry advisors that together addressed legal, financing and environmental considerations associated with the potential deployment of small modular reactors, microreactors and floating nuclear power plants (FNPPs).
In her presentation titled Floating Nuclear Power Plants: Governing the Dicephalus Beast, Denise presented findings on two research questions: (i) What is the baseline of international legal instruments that could apply in the absence of a purpose-built international legal framework for FNPPs? (ii) What, if any, are the governance challenges associated with this baseline? The aim of this research was to understand the readiness of the current legal frameworks to govern risks associated with ionising radiation posed by FNPPs and its associated activities and contribute towards the building of ‘a baseline’ to facilitate further work to enhance FNPP governance. This presentation draws on CIL’s research on FNPPs which is the subject of a forthcoming journal article written by Denise Cheong and Nivedita S.
