The Singapore International Arbitration Academy (SIAA) is one of CIL’s flagship programmes. Every year since 2012, the Centre for International Law (CIL) has brought together some of the world’s leading experts in international arbitration for a weeklong programme on investor-state dispute settlement designed specifically for government officials and private practitioners.

SIAA is an unparalleled opportunity for government officials, private practitioners and legal academics in the Asia-Pacific region and from around the world to come to Singapore to meet and interact with luminaries of international arbitration, gain hands-on experience with international investment law issues and develop new professional relationships.

The SIAA Programme includes sessions on the substantive law of investment treaties, the developing landscape of Investor-State Dispute Settlement as well as practical workshops on drafting requests for arbitration and the production of documents. As a culmination of the SIAA, participants who choose will be given the opportunity to argue in investor-state arbitration proceedings before a distinguished tribunal of some of the world's leading arbitrators.

Please note that:

  • Non-government and non-law practicing participants should have at least an LLM.
  • Undergrads need not apply.
  • When registering your interest, please indicate whether you intend to participate as an oral advocate in the moot. Mooting teams are composed of oral advocates and legal support members. Candidates accepted for mooter positions are expected to diligently prepare with their respective teams in anticipation of the moot court hearing to be held on the final day of the Academy. Accordingly, the role requires an additional level of commitment beyond the expected engagement and preparation for the Academy sessions.
  • Kindly note that there are a limited number of mooter positions available, and it may not be possible to accommodate all interested participants. Participants are expected to attend at least 80% of the Academy sessions in order to be eligible to receive a certificate of participation. Given the intensive nature of the programme and its collaborative components, including the moot court hearing to be held on the final day of the Academy, participants are strongly encouraged to fully engage throughout the duration of the programme

For ASEAN Member States Government Officials

Sponsorships available! ASEAN Member States are encouraged to nominate mid- to senior-level officials working on international investment law, including treaty negotiation, dispute settlement, and investment policy. Suitable nominees may come from relevant ministries (e.g. Justice, Foreign Affairs, Trade, Economy) or specialised agencies and inter-ministerial bodies handling investment or ISDS matters.

Priority will be given to officials involved in defending investor-State claims, negotiating treaties, managing investor relations, resolving disputes, or developing investment policy. As the programme is advanced and practice-oriented, it is intended for experienced officials and not entry-level staff.
