Professor Walter Woon delivered the David Marshall Lecture on “Building the Rules-Based ASEAN Community: Strengthening the Centre” on 13 November 2015 on the NUS Bukit Timah Campus. The ASEAN Charter, A Commentary by Professor Walter Woon, published by NUS Press, was launched in conjunction with the David Marshall Lecture. Professor Tommy Koh, Ambassador-at-Large, Ministry of Foreign Affairs, Singapore, and Chair of the CIL Governing Board, served as Chairperson of the event and introduced the commentary. Mr George Yeo, former Minister for Foreign Affairs, Singapore, served as the Distinguished Guest of the event and introduced the lecture.
