INTRODUCTION In an age of increasing data flows and information sharing across borders and jurisdictions, whether between States or by private commercial entities, the value of data and the need to ensure that data is sufficiently protected has never been greater. Increasingly, it is not sufficient to merely implement safeguards just within individual jurisdictions or States, but also across international borders and different regulatory systems. This need is particularly acute in light of the growing threat of cyber-crime and cyber-terrorism, and the challenges of keeping data protection systems and laws up-to-date with the latest developments in technology.

This panel will explore data privacy and data protection, in both the public international law and private international law spheres. Four eminent speakers with experience in data protection both from the public and private international law angles will share on whether a more coordinated, global approach to data protection is required, and what States and private entities can do in this effort.

Derek Loh Moderator
Deputy Director-General (Economic & Social), International Affairs Division, Attorney-General’s Chambers, Singapore

Derek Loh is Deputy Director-General (Economic & Social) at the International Affairs Division of the Attorney-General’s Chambers, where he has spent the last 11 years advising the Singapore government on international law issues. Prior to joining the AGC in 2009, he was in private practice specialising in international trade law. He was a trade policy official from 1996 to 1999.

Professor Jovan Kurbalija Panellist
Executive Director, DiploFoundation, Head, Geneva Internet Platform

Professor Jovan Kurbalija is Executive Director of DiploFoundation and Head of the Geneva Internet Platform. In 2018 to 2019, he served as co-Executive Director of the UN Secretary General’s High Level Panel on Digital Cooperation. Previously Prof. Kurbalija was a member of the UN Working Group on Internet Governance (2004 to 2005) and a Special Advisor to the Chairman of the UN Internet Governance Forum. Between 2013 and 2014, he was a member of the High Level Multistakeholder Committee for NETmundial (2013 to 2014). His book, An Introduction to Internet Governance, has been translated into 9 languages and is used as a textbook for academic courses worldwide.

Bojana Bellamy Panellist
President, Centre for Information Policy Leadership

Bojana is the President of Hunton Andrews Kurth LLP’s Centre for Information Policy Leadership (CIPL), a preeminent global information policy think tank located in Washington, DC, London and Brussels. With more than 20 years of experience and deep knowledge of global data privacy and cybersecurity law, compliance and policy, she has a proven industry record in designing strategy, and building and managing data privacy compliance programs. Bojana was one of 20 privacy experts to participate in the transatlantic “Privacy Bridge Project” from 2014 to 2015 that sought to develop practical solutions to bridge the gap between European and US privacy regimes.

Currently, Bojana sits on the Datum Future Advisory Board, the Internet Commission Advisory Board, the OECD’s Privacy Guidelines Expert Group and the Thomson Reuters’ Practical Law Data Protection Consultation Board, as well as the Advisory Board of the Tech, Law and Security Program (TLS) at the American University Washington College of Law. She participates in many industry groups and is a regular speaker at international privacy and data security conferences. Bojana was also the recipient of the 2019 International Association of Privacy Professionals (IAPP) Vanguard Award, which recognizes privacy professionals for outstanding leadership, knowledge and creativity in the field of privacy and data protection.

Prior to joining CIPL, Bojana served for 12 years as the Global Director of Data Privacy at Accenture, and worked for eight years as Principal Consultant with Privacy Laws & Business.

Rajesh Sreenivasan Panellist

Rajesh Sreenivasan heads the Technology, Media & Telecommunications Practice at Rajah & Tann Singapore and has been at the forefront of legal, regulatory and policy matters relating to technology, cybersecurity, data protection, telecommunications, electronic commerce, cloud computing, digital forensics and digital media in the region. Rajesh has been working together with R&T’s Financial Regulatory practice addressing the burgeoning area of FinTech in legal and regulatory work spanning across Initial Coin Offerings to Virtual currency regulatory issues. Rajesh is also on the AI Tech committee with IMDA and on the Board of the SMU National Centre for AI and Data Governance.

Associate Professor Warren B Chik Panellist
Deputy Director, Centre for AI and Data Governance, Singapore Management University

Warren B. Chik is an Associate Professor with the Singapore Management University School of Law and Deputy Director is the Centre for AI and Data Governance. He graduated with an LLB from the National University of Singapore (Second Upper Honours) in 1996. He obtained an LLM with a specialization in International and Comparative Law from the Tulane University of Louisiana with distinction in 2001 and an LLM in International Business Law from University College London in 2004. Warren served as a Deputy Public Prosecutor from 1996 to 1998, and then as a State Counsel and Advisor in International Affairs in Chambers from 1998 to 2003 in the Attorney-General’s Chambers of Singapore. He is also an Advocate and Solicitor of the Singapore Supreme Court, an Attorney and Counsellor-at-law of the Bar of the State of New York, and a Solicitor in England & Wales. He currently teaches and researches Primarily in the areas of Infocomm Tech Law, Privacy and Data Protection and the Law on Internet Intermediaries.
