INTRODUCTION
This eSeminar will examine how developments in technology are creating new international legal issues. In particular, it will examine the public international law implications of States using Artificial Intelligence, the difficulty of regulating technological developments, the technologies shaping how international law disputes are resolved and international law’s effects on the operations of major technology companies.

PROFILES
Mr Anthony Cheah Nicholls, Forte Law LLC Moderator
Anthony is a dual-qualified international dispute resolution lawyer who is regularly engaged as counsel, arbitrator or mediator for commercial disputes. Over the last eleven years, Anthony has worked on international commercial and investment arbitrations including in the energy, oil and gas, finance, investment and shipping sectors. These arbitrations applied numerous governing laws, were seated in different jurisdictions and were conducted under the rules of the most popular arbitral institutions (including the ICC, SIAC, LCIA, HKIAC, DIAC, LMAA and ICSID).
Anthony is admitted to the SIAC’s Reserve Panel of Arbitrators and wrote the arbitral rules of the Beihai-Asia International Arbitration Centre. He is also an Accredited Mediator with the Singapore International Mediation Institute and sits on committees of the Singapore Law Society and International Law Association (Singapore branch). For several years, he participated in legal proceedings pro bono before the ECCC, against the former leaders of the Khmer Rouge.
Dr Berenice Boutin, Asser Institute Panellist
Dr Berenice Boutin is a senior researcher in international law at the Asser Institute. Her work focuses on international responsibility, security, and new technologies. She is currently leading the interdisciplinary research project DILEMA on Designing International Law and Ethics into Military Artificial Intelligence (2020–2024). Dr Boutin organises the Winter Academy on Artificial Intelligence and International Law, an annual training programme of the Asser Institute. She is a member of the Editorial Board of OXIO, and Associate Fellow with the SHARES Project.
Ms Harpreet K Dhillon, Twitter Panellist
Harpreet K. Dhillon is Senior Legal Counsel and lead counsel for Asia-Pacific in Twitter’s Safety, Content and Law Enforcement team. Based in Singapore, she provides legal advice and risk analyses to operational and policy teams on complex and frequently novel issues arising from the intersect of free speech, safety, domestic regulation and international norms.
Harpreet has more than a decade of experience with difficult analytical problem-solving and conflict of rules in the international trade and disputes space. Prior to joining Twitter, she was an international associate in White & Case’s investment arbitration group based in Washington DC, where she represented governments and private corporations in major sectors, including energy and telecom. Before that, Harpreet practiced, wrote and led teaching programs for APAC government officials in the areas of international trade, investment law and dispute resolution as a fellow with the Centre for International Law in Singapore.
Mr Dimitrios Ioannidis, Roach, Ioannidis & Megaloudis, LLC Panellist
Dimitrios Ioannidis is a partner in the law firm of Roach, Ioannidis & Megaloudis, LLC. in Boston. He practices primarily in the areas of international business transactions, civil litigation in both state and federal, trial and appellate courts in Massachusetts, and has been an expert witness in cases in other courts in the United States, United Kingdom, and other countries. He is an arbitrator in the Vis International Commercial Arbitration Moot in Vienna and the Foreign Direct Investment International Arbitration Moot and also the coach of the Boston University School of Law Vis team. He lectures on “Innovation and the Law” and judges several MIT Enterprise Forum Chapters in Europe. He is currently working on a law review article on “AI and whether it will replace arbitrators.”
Mr Jean-Rémi de Maistre, Jus Mundi Panellist
Jean-Rémi is a graduate of the University of Paris Nanterre, where he specialized in international arbitration and public international law. He has acted for sovereign States before the International Court of Justice (ICJ) as an associate of Professor Alain Pellet. He co-founded Jus Mundi, the search engine for international law and arbitration, which is now used by several governments (France, Japan, UK, Costa Rica, Poland, etc.), leading international arbitration law firms (Shearman, Freshfields, DLA Piper, Debevoise & Plimpton, Clifford Chance, Dechert, Allen & Overy, Eversheds, Foley Hoag, Three Crowns, Curtis, etc.) and universities worldwide (Harvard, Sorbonne, Cambridge, Max Planck Institute, Kyoto University, etc.).
