CIL publishes book on Piracy and International Maritime Crimes in ASEAN


CIL is pleased to announce the publication of Piracy and International Maritime Crimes in ASEAN: Prospects for cooperation, the first book in the NUS Centre for International Law Series published by Edward Elgar Publishing Ltd.

The book is edited and contains articles by CIL Director Prof Robert Beckman and Captain J Ashley Roach, JAGC, United States Navy (ret’d), and other experts in the field of ocean law and policy and maritime security.

CIL wishes to take this opportunity to thank each participant for your contribution to the Workshop on International Maritime Crimes: Legal Issues and Prospects for Cooperation in ASEAN, which proved to be a valuable resource especially for the comprehensive drafting of Chapter 7 of the book on “the Ratification and Implementation of Global Conventions on International Maritime Crimes”, penned by Prof Beckman. The editors’ appreciation of each Country Reporter’s input is also set out under “Acknowledgements” in the book’s preliminary pages.


About the book

Southeast Asian waters are critical for international trade and the global economy. Combating maritime crimes has always been a priority as well as a challenge for ASEAN Member States.

While much emphasis has been placed on enhancing operational cooperation against maritime crimes, the need for an effective legal framework to combat such maritime crimes has not been sufficiently examined.

This book demonstrates that ASEAN Member States can establish a legal framework to combat maritime crimes by ratifying and effectively implementing relevant global and regional conventions.

It also explores the issues that ASEAN Member States, and ASEAN as an organisation, face in establishing such a framework and suggests suitable steps that can be taken to address such issues.
