Ms Tara Davenport, a research associate at the Centre for International Law (CIL), has received a monetary prize of £1000 for a paper she submitted on submarine cables and international law. The legal writing contest was established in 2010 by the Rhodes Academy of Oceans Law and Policy (Rhodes Academy) and the International Cable Protection Committee (ICPC) to encourage legal writing on submarine cables and law of the sea of a standard suitable for publication in international legal literature. The contest was open to all former and current students of the Rhodes Academy on the topic of submarine cables and international law. CIL sponsored Tara to attend the 15th session of the Rhodes Academy in July 2010.
Tara’s paper, entitled “Submarine Cables: Problems in Law and Practice” (view in PDF), was unanimously selected by the judges for first place. Mr Douglas Burnett, legal advisor of the International Cable Protection Committee, made the announcement of the Award on 2 December 2010 at a Conference on Globalization and Law of the Sea in Washington DC. The Award was presented by Prof Alfred Soons of the Netherlands Institute for the Law of the Sea (NILOS), a member of the Board of Directors of the Rhodes Academy. They encouraged Tara to submit her paper for publication in a leading journal on ocean law.
Tara and CIL Director Robert Beckman were in Washington to participate in the Conference, which was organized by COLP, NILOS and the Korea Maritime Institute (KMI). Tara was a panelist at the Conference and Prof Beckman presented a paper on “Maritime Terrorism and the Law of the Sea: Basic Principles and New Challenges” which he co-authored with Tara.
