“This TOR shall come into force upon the approval of the [ASEAN Ministerial Meeting for Social Welfare and Development] AMMSWD.”

(Note: It is unusual for a Terms of Reference to have an entry into force provision. CIL researchers have not been able to verify the approval of the TOR by the AMMSWD.)

The ASEAN Commission for the Promotion and Protection of the Rights and Women and Children (ACWC) was established in implementation of measure 1.1.4.7 of the 2004 Vientiane Action Programme.

On the ACWC’s relationship with the ASEAN Intergovernmental Commission on Human Rights, see para 7.7:

“7.7. The ACWC shall coordinate with AICHR and other relevant ASEAN sectoral bodies dealing with issues pertaining to women and children including consultations on the ultimate alignment between the ACWC and the AICHR as the overarching human rights institution in ASEAN.”
