At the time the instrument was signed, Cambodia, Myanmar and Lao PDR were not yet members of ASEAN. In 1997, Myanmar acceded to this instrument in accordance with the 1997 Second Protocol for the Accession of the Union of Myanmar to ASEAN Agreements. In 1997, Lao PDR acceded to this agreement in accordance with the 1997 Second Protocol for the Accession of the Lao People’s Democratic Republic to ASEAN Agreements. In 1999, Cambodia acceded to this instrument in accordance with the 1999 Protocol for the Accession of the Kingdom of Cambodia to ASEAN Agreements. |
