This instrument establishes the following institutions to implement the ASEAN Surveillance Process: The ASEAN Select Committee, the ASEAN Surveillance Coordinating Unit (based at the ASEAN Secretariat) and the ASEAN Surveillance Techincal Support Unit (based at the Asian Development Bank (ADB) in Manila).
