Online Advanced Training on International Law and Practice
October - December 2022
The CIL Singapore Academy of International Law (CIL eAcademy 2022), a part-time online training course, will provide law students, young academics, diplomats and lawyers an opportunity to develop their knowledge in International Law.
The weekly interactive thematic courses will be delivered by highly-qualified academics and practitioners from all over the world, including Singapore, with additional weekly special lectures from high-profile guests. The lecturers include, among others, current and former judges of the International Court of Justice and other International Courts and Tribunals, members of the United Nations International Law Commission, ambassadors, lawyers from top international law firms, and leading academics in the different subjects offered. Materials will also be provided in advance of each module to enhance the interactive character of the courses.
Training certificates will be awarded by the NUS Centre for International Law upon successful completion of the courses.
Weekly Session Duration
Thematic courses (2.5 hours x 2 times a week) | Tuesday, Thursday
Special Guest Lecture (1 hour x 1 time a week) | Wednesday

Week 1 [Tue-Thu, 11, 12, 13 Oct 2022] International Law Making

| Guest Speaker: Mrs Rena LEE (13 Oct 2022, 4pm-5pm)
This module will look at how international law is made today, from an academic but also a practitioner’s point of view. It will present a dynamic and interactive view of the sources of international law, especially treaty and customary law, and discuss the increasing role of soft law. It will also discuss specific issues related to treaty negotiations, at the bilateral and multilateral levels.
Week 2 [Tue-Thu, 18, 19, 20 Oct 2022] International Peace and Security

The present module will focus on the current challenges to international peace and security, including regarding the role of the United Nations Security Council, new threats such as terrorism and cyber-attacks, and the increased relevance of non-state armed groups. It will analyse important questions concerning the use of force in the 21st century related to self-defence and discuss other possible exceptions to the prohibition of the use of force under international law.
Week 3 [Tue-Thu, 25, 26, 27 Oct 2022] Diplomatic Law and Immunities Under International Law

This module will discuss key challenges that arise today in relation to diplomatic law, including regarding the functions of the diplomatic mission, the protection of the diplomatic premises, the role of the host State and the question of diplomatic immunities. It will also discuss the broader issue of immunities under international law, including State immunities, the immunities of State officials before foreign criminal jurisdictions and international courts and tribunals.

Week 4 [Tue-Thu, 1, 2, 3 Nov 2022] International Responsibility

The objective of this module is to discuss current issues related to international responsibility concerning both States, International Organisations and other non-State actors. It will also focus the question of liability for acts not prohibited by international law and analyse concrete examples of how the regime of international responsibility is applied in practice.
Week 5 [Tue-Thu, 8, 9, 10 Nov 2022] International Organizations and Regional / Global Governance

The objective of this module is to discuss the increasing relevance of International Organisations in the international arena. It will look at the role of International Organizations at the regional and global levels and the main challenges that global governance faces today. The examples of the United Nations and ASEAN will merit special attention.
Week 6 [Tue-Thu, 15, 16, 17 Nov 2022] Environmental Law

The objective of this module is to present a brief evolution of international environmental law, highlighting its main principles, and to focus on some of the key current challenges to the protection of the environment, including regarding the mechanisms of implementation at the international and domestic levels. The ongoing process regarding the elaboration of a Global Pact for the Environment will also be discussed.
Week 7 [Tue-Thu, 22, 23, 24 Nov 2022] Law of the Sea

The present module will discuss the key features of the international regime regarding the Law of the Sea. It will highlight current issues regarding maritime delimitation and the evolving case-law of the International Tribunal for the Law of the Sea. It will also focus on the current developments related to the protection of marine biodiversity in areas beyond national jurisdiction and the extension of the continental shelf.

Week 8 [Tue-Thu, 29, 30 Nov, 1 Dec 2022] Climate Change Law

This module will discuss the development of the law related to climate change. It will present the key features of the international regime regarding climate change and highlight current developments regarding international and domestic implementation frameworks, as well as relating to climate justice and climate litigation.
Week 9 [Tue-Thu, 6, 7, 8 Dec 2022] Human Rights Law

The present module will provide a general overview of the international and regional mechanisms for the protection of human rights and of the main international human rights standards. It will discuss current challenges such as the protection of human rights in situations of armed conflict, domestic violence or turmoil and in times of pandemic, as well as the question of the relationship between human rights and the environment.
Week 10 [Tue-Thu, 13, 14, 15 Dec 2022] International Humanitarian Law / International Criminal Law

The purpose of this module is to provide an overview of the main features of international humanitarian law and international criminal law. The module will also highlight and discuss the current challenges in this area related to new types of conflict, new actors, new weapons and technologies, and concerning the need for better implementation and the promotion of accountability. The roles of the International Committee of the Red Cross (ICRC), International Criminal Court, Ad Hoc Criminal Tribunals and mechanisms of transitional justice will merit special attention.
