This lecture will be moderated by Rashmi Raman.
The lecture traces the development of international efforts toward a Crimes Against Humanity convention, including key doctrinal issues, policy rationales for a dedicated treaty instrument, the implications of draft article formulations, and how those proposals interact with existing international criminal law frameworks such as the Rome Statute. It will highlight ongoing debates about substantive definitions, state obligations, jurisdictional bases, and mechanisms for cooperation and enforcement.

Professor Larissa van den Herik
Larissa van den Herik is Professor of Public International Law at the Grotius Centre for International Legal Studies at Leiden University and former Vice-Dean of the Leiden Law School. She is a leading scholar on international criminal justice, sanctions, and the role of international courts in post-conflict transitions.
