GLOBAL HEALTH GOVERNANCE IN THE TIME OF COVID-19?

The purpose of this panel is to explore the COVID-19 pandemic under the International Health Regulations (2005) and framework of cooperation of the World Health Organization. The panel will examine the legal obligations of states and the WHO under the IHR and how have they fared under the current pandemic? What powers does the WHO have to promote the needed cooperation among States in times of pandemics? The COVID-19 pandemic also raises foundational questions about the design and operation of the World Health Organization and global health governance in general. Though these are early days, the panel will also seek to identify key challenges and governance gaps which have been revealed and will discuss possible ways forward.
