Fly Me to the Moon: Legal, Regulatory and Policy Challenges of Commercial Human Spaceflight
Introduction
Market forecasts of the commercial human spaceflight industry place its net annual revenue in excess of USD$1 billion by 2020. This seminar examined the legal, regulatory and policy challenges in the context of a hypothetical commercial spaceflight and spaceport establishment operating in Singapore.
About the Speaker
Dr. Gérardine Goh Escolar is Associate Legal Officer at the International Court of Justice in the Hague.
Prior to joining the Court, Dr. Goh Escolar held the position of Legal Officer and Project Manager at the German Aerospace Center in Bonn, where she served as counsel on international transactions and to the German delegation at the United Nations. Concurrently, she was appointed Assistant Professor at the University of Cologne, where she taught international dispute settlement, United Nations law and international space law. Previously, she was General Counsel at a satellite company in Berlin and Research Fellow at Leiden University.
Dr. Goh Escolar received a Doctoral in international law from Leiden University, an LL.M. from University College London, and an LL.B. (Hons.) from the National University of Singapore. She has also completed graduate outer space studies at the International Space University, Strasbourg. She formed one-half of the NUS team that won the World Championships of the 2001 Lachs Space Law Moot Court Competition. Dr. Goh Escolar’s research publications have been awarded the 2003 Diederiks-Verschoor Medal by the International Institute of Space Law and the 2010 Social Science Book Award by the International Academy of Astronautics.
Dr. Goh Escolar is an Associate Scholar of the International Institute of Air and Space Law, Leiden University, a Fellow of the International Association for the Advancement of Space Safety and an Associate with the Committee on Space Research, International Council for Science. She is a member of the International Law Association, International Institute of Space Law, European Centre for Space Law, and Women in Aerospace Europe.
