Maritime Security and International Shipping: Current Developments

From 5-8 December 2023, the Ocean Law and Policy team of the Centre for International Law (CIL) co-organized a Workshop on Maritime Security and International Shipping: Current Developments with the Indonesian Center for Law of the Sea (ICLOS) from Padjadjaran University in Bandung, Indonesia.

The Workshop was a hybrid (in-person and online) event, held in Samarinda, East Kalimantan, Indonesia, hosted by the International Law Department of the Faculty of Law of Mulawaran University, the university situated closest to Ibu Kota Nusantara (IKN), the proposed new capital of Indonesia. On the final day of the Workshop, the CIL team did an excursion to the site of IKN.

The theme of the Workshop is on the movement of Indonesia’s State Capital from Jakarta to Ibu Kota Nusantara (IKN) located in East Kalimantan, and the defence and security aspects of Indonesia’s new capital. The themes of the three Panel Discussions were: (1) "Overview of global developments on the law of international navigation"; (2) "Current developments on maritime security and crimes at sea"; and (3) "Technological developments and their roles in maritime security".

For each Panel, there were several main presentations before the floor was opened for comments and questions from other participants. Members of the Ocean Law and Policy team from CIL served as moderators or presenters in all three Panel Discussions. For a Report of the Workshop, see here.

The Workshop was attended by a diverse audience, including government officials, Indonesian National Armed Forces representatives, scholars from prestigious universities in the region, researchers, and students, particularly in the fields of international law and the law of the sea.

The Workshop was part of CIL’s research on the International Maritime Organization (IMO) and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) under the Maritime Port Authority (MPA)-CIL Oceans Governance Research Programme funded by the Singapore Maritime Institute.
