Webinar on Legal Accountability for Malicious Cyber Operations

29 January 2026, 4:30 PM – 5:30 PM SGT | 8:30 AM – 9:30 AM BST

The webinar, co-organized by the Centre for International Law, National University of Singapore and the Oxford Institute of Technology and Justice, Blavatnik School of Government, University of Oxford, will explore the question of legal accountability for malicious cyber operations, including issues such as the levers available for accountability, the role of legal measures, the potential role of international courts as well the basis for such claims. Are  international courts and tribunals ready to adjudicate such disputes?  The webinar will also address the role of prosecutions for malicious cyber operations and the impact of the  UN Cybercrime Convention. The significance of the International Criminal Court’s recently published Policy on Cyber Enabled Crimes under the Rome Statute will also be discussed.

Adjunct Senior Research Fellow; Lead, Climate Change Law and Policy, NUS Centre for International Law.

Danielle Yeow is an Adjunct Senior Research Fellow at the Centre for International Law (CIL), National University of Singapore (NUS) where she on cyber law and governance as well as climate change law and policy issues. She is also an Adjunct Associate Professor in the MSc (Environmental Management Programme) at the Faculty of Law, NUS.

Danielle has extensive experience as an international lawyer, including as a legal advisor at Singapore Attorney-General’s Chambers. Her expertise and research interest span across all public international law, with particular emphasis on environment and climate change, trade and investment and international security issues. She has moderated and spoken widely on cyber law and governance, including at the Singapore International Cyber Week (2023-2025); George C. Marshall European Centre for Security Studies, and the 63rd International School on Disarmament and Research on Conflicts (ISODARCO).   

Danielle is  a member of the panel of arbitrators (UK-Singapore FTA), the International Law Association (ILA) Business and Human Rights Committee and a former member of the Paris Agreement Implementation and Compliance Committee. She previously served as the Deputy Director-General of the International Affairs Division of the Singapore Attorney-General’s Chambers, Singapore and Deputy Chief Executive of the Intellectual Property Office of Singapore.

Co-Founder & Director of the Oxford Institute of Technology and Justice; Professor of Public International Law, Blavatnik School of Government, and fellow of Exeter College, Oxford. 

Philippa Webb is the Co-Founder & Director of the Oxford Institute of Technology and Justice. She is also Professor of Public International Law at the Blavatnik School of Government, and fellow of Exeter College, Oxford. 

Her research interests span all of public international law, with particular expertise in international dispute settlement, human rights, international organizations law, international humanitarian law and international criminal law.

Philippa has extensive experience in international and national courts, with prior roles including Special Assistant and Legal Officer to Judge Rosalyn Higgins GBE QC during her Presidency of the International Court of Justice and legal adviser to the Chief Prosecutor at the International Criminal Court. Philippa is a barrister at Twenty Essex and appointed to the UK Attorney-General’s Public International Law Panel of Counsel. She regularly appears as counsel and advocate before the International Court of Justice, the European Court of Human Rights, the International Tribunal for the Law of the Sea, inter-State arbitral tribunals and the UK Supreme Court.

Head of Accountability in International Law, Oxford Institute of Technology and Justice, Blavatnik School of Government.

Harriet Moynihan is Head of Accountability in International Law at the Oxford Institute of Technology and Justice at the Blavatnik School of Government. Harriet’s work at the Institute looks at the application of international law to technology, including cyber operations and AI, with a particular focus on pathways for accountability and justice.

Harriet is also an Associate Fellow in the International Law Programme at Chatham House and a Research Affiliate at the Oxford AI Governance Initiative of the Oxford Martin School, University of Oxford.

Harriet has over 20 years of experience as an international lawyer, including as a legal adviser in the Foreign & Commonwealth Office, as an academic, and in private practice at the international law firm Clifford Chance LLP. Harriet is also an expert in multistakeholder convening and engagement, having worked for over ten years at the think tank Chatham House, including as Director of the International Law Programme.
