The  landmark text, named as “The UAE Consensus”, was the outcome of the highly anticipated conclusion of the first Global Stocktake (GST) under the Paris Agreement at the 28th Conference of the Parties to the UNFCCC (COP 28).  It has been described as the most ambitious and comprehensive set of negotiated outcomes to come out of the UNFCCC process since COP21 and signals “the beginning of the end” of the fossil era.

Held every 5 years to take stock and assess the collective progress towards achieving the purpose and long-term goals of the Paris Agreement; and to put forward plans to close implementation gaps to 2030,  the GST is viewed as a critical turning point in the fight against the climate crisis. The discussions were contentious and went into overtime, with the decision text gavelled at the 11th hour.

The UAE Consensus was welcomed by many stakeholders as a strong diplomatic achievement for environmental multilateralism, calling on Parties to, among others, take actions towards achieving, at a global scale, a tripling of renewable energy capacity and doubling of energy efficiency improvements by 2030, accelerating efforts towards the phase down of unabated coal power, driving transition away from fossil fuels in energy systems in a just, order and equitable manner.

Join us in a dialogue with Mr Joseph Teo, Singapore, Singapore’s Chief Negotiator for Climate Change and Co-Chair of the Joint Contact Group for the GST, which was instrumental in lining up the substantive outcomes that were successfully adopted in The UAE Consensus.

Moderated by Ms Danielle Yeow, CIL’s Lead on Climate Change Law and Policy, Chief Negotiator Teo will share his invaluable insights and perspectives from having co-ordinated this negotiation process. The   dialogue will explore what it takes to manage such a complex and challenging process, the considerations, challenges and the different techniques and processes involved and how eventual consensus was achieved. The dialogue will also explore the learning points for both governments and non-government stakeholders as the global community proceeds towards implementation and future GSTs.
