On 29 June 2026, the UNESCO Chair on Artificial Intelligence Law and Sustainability at the Centre for International Law, National University of Singapore, convened an event on ‘Artificial Intelligence and Law in Cambodia and ASEAN’ at the Royal University of Law and Economics in Phnom Penh.

The event was organised in collaboration with the Royal University of Law and Economics and the Cambodia Academy of Digital Technology, with support from the ILA Committee on AI and Technology Law. It attracted more than 100 in-person participants from academia, government ministries, industry, legal practice and the student community.

Dr Jon Truby, UNESCO Chair on Artificial Intelligence Law and Sustainability and Chair of the ILA Committee on AI and Technology Law, delivered the keynote address. His presentation examined the legal foundations of AI regulation and the regulatory choices available to Cambodia and other ASEAN states.

The panel included Mr Taing Bunhong, Director of Policy and Legal Affairs at the General Secretariat of the Digital Government Committee, Mr Torsten Kleine Buening, Executive Vice President and Chief Risk Officer at ABA Bank, Dr Pan Sophearith, Director of the Cambodian Centre for International Law, Dr Ngorn Rothna, intellectual property lawyer and faculty member at RULE, and Sheikh Sultan Aadil Huque, Research Associate at CIL and Secretary of the ILA Committee on AI and Technology Law.

The speakers discussed government policy, banking and financial regulation, competition law, healthcare, patient dignity, copyright, trademarks and intellectual property reform. The sessions also considered whether Cambodia should adopt general AI legislation or follow a calibrated and sector-specific regulatory approach.

The discussions were moderated by Mr Chanty Pisal, Director of Digital and Innovation Policy Research at the Cambodia Academy of Digital Technology, and Professor Paul Mornet, Director of the Dual Master’s Degrees in Law at RULE.
