Ambassador Kriangsak Kittichaisaree (LLB, LLM, PhD) is (until 30 September 2017) Thailand’s Ambassador Extraordinary and Plenipotentiary to the Russian Federation, and, concurrently, Armenia, Belarus, Moldova, and Uzbekistan. He has been elected a judge of the International Tribunal for the Law of the Sea in Hamburg, Germany, from October 2017 to 30 September 2026.
He used to be Thailand’s Ambassador to Iran and to Australia, Director-General of the Department of International Organizations of the Ministry of Foreign Affairs of Thailand, and an eminent adviser of the Thai Constitutional Court.
He has served the international community in various capacities, including as Chairman of the UN General Assembly’s Sixth Committee’s Working Group on the Administration of Justice at the United Nations (October 2011); one of the 19 members of the International Group of Experts of the NATO Cooperative Cyber Defence Centre of Excellence to develop The Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations (Cambridge University Press 2017); a member of the Eminent Persons Group of the Asian-African Legal Consultative Organization; President of the 25th Meeting of States Parties to the 1982 UN Convention on the Law of the Sea (June 2015-June 2016). As a member of the UN International Law Commission (2012-2016), he was in charge of the topic ‘Obligation to extradite or prosecute (aut dedere aut judicare)’.
Kriangsak has been a Visiting Professor at the University of New South Wales School of Law as well as Duke University School of Law’s Asia-America Institute in Transnational Law, and a Distinguished Visitor at NUS. His publications include The Law of the Sea and Maritime Boundary Delimitation in South-East Asia (Oxford University Press 1987); International Criminal Law (Oxford University Press 2001), Public International Law of Cyberspace (Springer 2017), and The Obligation to Extradite or Prosecute (Oxford University Press, forthcoming).
