Mr Chang Kyun Kim, born in 1970, is Director-General of Busan Port Construction Office, Ministry of Oceans and Fisheries. He has graduated from Korea University in 1992, and earned Master of Marine Affairs at University of Washington, USA. He completed his PhD coursework in Law (major is Maritime Law) at Korea University.
After graduating from the university, Mr Kim passed the 36th National Senior Civil Servant Exam, and became Korean government official in 1993. He has worked for 25 years in Ministry of Oceans and Fisheries. He has experienced various fields such as maritime affairs, shipping, port construction and operation in my Ministry. Mr Kim worked for International Maritime Organization (IMO) which is based in London, UK, as a Representative of Republic of Korea for 3 years and was promoted to Director-General in January 2017.
