Mr Ocean Lam

    Sze Hong Lam (Ocean) is the incoming postdoctoral researcher at the National University of Singapore. He holds an Advanced Master of Law (LLM) from Leiden University, a Postgraduate Certificate in Laws (PCLL) and a Bachelor of Laws (LLB) from the University of Hong Kong. Sze Hong Lam was a visiting student at the University of Cambridge’s Lauterpacht Centre for International Law in 2025 and has served as an elected member of the Steering Committee of the European Society of International Law’s Interest Group on the History of International Law since 2023. Ocean has worked at the Legal Office of the Organisation for the Prohibition of Chemical Weapons (OPCW) and the Office of the Prosecutor of the United Nations International Residual Mechanism for Criminal Tribunals (IRMCT) before embarking on his PhD journey. Currently, he is preparing for his PhD defence at Leiden University.

    Ocean’s postdoctoral project at the CIL examines the challenges posed by Artificial Intelligence (AI) to the existing doctrines of international law, including sovereignty and individual criminal responsibility. He is particularly interested in the position of small states in the geopolitical competitions between Great Powers. He is an all-time history enthusiast, and his hobbies include swimming, photography and travelling.
