Abuses in the Southeast Asian Fishing Industry as Violations of International Law

CIL Research Fellow Dita Liliansa has co-authored an article titled “Abuses in the Southeast Asian Fishing Industry as Violations of International Law” with Natalie Klein and Andrew Blackie, published in a Special Issue of Ocean Development & International Law (2026).
Opening the Special Issue on the protection of Southeast Asian fishers under international law, the article outlines the severe labour and human rights abuses faced by fishers in the region and identifies the complex legal questions these abuses raise. It examines how different bodies of international law, including the law of the sea, international human rights law, and other relevant legal regimes, interact, or could better interact, in regulating State conduct to protect fishers, providing the conceptual foundation for the contributions that follow in the Special Issue.
