CIL Research Fellow Dr. Su Wai Mon has published a commentary in FACTS Asia titled "Strengthening Subsea Cables Resilience in Southeast Asia: The Way Forward for ASEAN." The commentary examines how ASEAN can strengthen the resilience of its submarine cable infrastructure through enhanced legal and regulatory frameworks, effective implementation of existing regional initiatives, and closer cooperation with the private sector. It argues that, under the Philippines' ASEAN Chairmanship, Member States should translate regional commitments into concrete national action to safeguard the critical infrastructure underpinning the region's digital economy, connectivity, and security.
