CIL researchers Youna Lyons (Senior Global Fellow) and Liu Yulu co-authored a book chapter on Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL), in the MARPOL Commentary (Edward Elgar, 2025) edited by Henrik Ringbom and Aldo Chircop.
This chapter provides an overview of the history of Annex V, discusses its regulatory approach and evolution, reporting and implementation mechanisms as well as its relationship with other Annexes of MARPOL. Particular attention is given to the treatment of problematic garbage types such as those that raise boundary issues or overlap in mandate with other applicable instruments (e.g. spoilt cargo and ALDFGs).
