Singapore-Pacific Resilience and Knowledge Sharing (SPARKS) Package
The Singapore-Pacific Resilience and Knowledge Sharing (SPARKS) package was announced at the 52nd Pacific Islands Forum (PIF) in November 2023. The SPARKS package, which will run from 2024 to 2026, will focus on supporting the capacity building efforts of PIF leaders and government officials in areas such as climate resilience, cybersecurity, and international law.
Who Should Attend?
- Mid- to Senior-level officials from PIF Members, who are working on international legal issues and developments related to climate change and resilience, oceans, sea-level rise and related issues;
- Able to attend all synchronous e-learning sessions. They will require an internet-enabled device with a functioning webcam, microphone and audio;
- Nominated by their respective governments;
- Proficient in written and spoken English
Synopsis
Topics to be covered include:
- Introduction to international law and international law-making
- Climate change and ocean issues
- The preservation of maritime zones
- The continuity of statehood
- Climate change litigation before domestic and regional courts and human rights treaty bodies
- Causation and attribution in respect of climate change
