CIL Research Fellow Dr Zhen Sun and Research Assistant Anjali Sugadev participated in the DEHUKAM International Workshop – “Legal Status of Submarine Cables, Pipelines and ABNJ” on 7-8 April 2016 in Ankara, Turkey. The Conference was jointly organized by the Ankara University Research Center of the Sea and Maritime Law, Center for Oceans Law and Policy, University of Virginia and the International Cable Protection Committee. At the Conference, Dr. Sun spoke at a panel on the Law of the Sea and delivered a presentation on “Submarine Cables in the Sargasso Sea – Lessons for the Prep-Com”. Anjali Sugadev spoke at the second session of the panel on “Submarine Pipelines, Cables and ABNJ under the Law of the Sea, especially UNCLOS” and gave a presentation on “Cables and Pipelines under UNCLOS: Similarities, Differences and Gaps”. On 12 June 2015, the Symposium for the Commemoration of the 20th Anniversary of the Rhodes Academy on Oceans Law and Policy was held at the United Nations in New York. Hosted by the Permanent Mission of Iceland to the UN, the Symposium featured Judge Tomas Heidar and several other Rhodes Alumni, who presented on current law of the sea issues. Most of the Symposium’s 70 participants had attended the Meeting of States Parties to the Law of the Sea Convention that took place the previous week. CIL, one of the sponsoring organisations of the Rhodes Academy, was represented at the Symposium by CIL Research Fellow (Non-Resident) Tara Davenport at which she gave a presentation on ‘Submarine Cables in Areas Beyond National Jurisdiction’. On 23 October 2014, as part of CIL’s continuing collaboration with the International Cable Protection Committee (ICPC), CIL, ICPC, George Washington University Law School and the Sargasso Sea Commission, co-sponsored a workshop titled ‘Submarine Cables in the Sargasso Sea – Legal and Environmental Issues Beyond National Jurisdiction’. CIL Global Associate Tara Davenport represented CIL and served as rapporteur at the Workshop. The objective of the Workshop was to start a dialogue between the submarine cable industry and the newly established Sargasso Sea Commission regarding best environmental practices for the laying and repair of cables in the Sargasso Sea. The Workshop brought together government representatives, representatives from the cable industry, academics, scientists and lawyers to discuss the impact that cable operations may have on the marine environment, the ecological sensitivity of the Sargasso Sea and whether any best practices should be adopted to minimise the impact, if any, of cable operations in the Sargasso Sea. CIL Director Robert Beckman and CIL Research Associate Monique Page were invited to attend the annual meeting of the International Cable Protection Committee (ICPC) in Dubai, United Arab Emirates. Prof Beckman made a presentation on ‘UNCLOS and the 2012 OSPAR Guidelines on BEP in Cable Laying and Operation’.

CIL Director Robert Beckman and CIL Research Associate Monique Page attended a CSCAP Experts Group Meeting on Security of Vital Undersea Communications Infrastructure on Monday 17 February in Jakarta. On Tuesday 18 February they will be attending a meeting of the CSCAP Study Group on Maritime Security. CSCAP is Council for Security Cooperation in the Asia Pacific (CSCAP). The Study Group is co-chaired by CSCAP Singapore, CSCAP Indonesia and CSCAP New Zealand. Prof Beckman will be making presentations at both of the meetings. CIL Director Robert Beckman participated in the APEC Workshop on ‘Enhancing Supply Chain Connectivity: Submarine Telecommunications Cable Resilience in the Asia-Pacific Region’. The Workshop was organised by Australia and held at the Pullman Bali Legian Nirwanna, Bali Indonesia. Prof Beckman made a presentation on the international obligations of governments to protect submarine telecommunications cables. For a copy of his presentation, click here. CIL Director Robert Beckman attended the SubOptic 2013 Conference in Paris on 22-23 April 2013. Professor Beckman served as a presenter in a Masterclass Tutorial on Maritime Jurisdiction and Submarine Telecommunications Marine Activities. The other presenters were Douglas Burnett, the International Law advisor of ICPC, and Graham Evans, a Director of EGS Survey Group.
