Nilüfer Oral spoke at ITLOS WORKSHOP FOR LEGAL ADVISERS held in Hamburg
11 September 2025: CIL Director Dr Nilüfer Oral was Invited to Speak at ITLOS WORKSHOP FOR LEGAL ADVISERS which was held in Hamburg from 7-12 September 2025.
The ITLOS Workshops for Legal Advisers, organized in cooperation with the Ministry of Foreign Affairs of the Republic of Korea, are held at the seat of the Tribunal. The aim of the workshop series is to provide legal advisers to Ministries of Foreign Affairs with information about the procedures and practices of the Tribunal as well as substantive matters concerning the law of the sea.
The inaugural workshop, held in 2022, was designed for legal advisers from South-East Asia and Pacific Small Island Developing States. The second workshop, held in 2023, was organized for legal advisers of African States. This year’s workshop was held in Hamburg from 7-12 September 2025. Dr Oral spoke on the topic “Sea-Level Rise and the Law of the Sea”.
The aim of the workshop series is to provide Legal Advisers of Ministries of Foreign Affairs with insight into the procedure and practice of the Tribunal as well as substantive matters concerning the law of the sea.
The lectures focused on dispute settlement under the 1982 United Nations Convention on the Law of the Sea, the jurisdiction of the Tribunal and the procedure for handling disputes before it, and on issues such as the delimitation of maritime boundaries, the protection of the marine environment, African Union and the law of the sea, international fisheries law, sea level rise and the law of the sea, litigation before the Tribunal, future challenges in the law of the sea, and some of the latest developments surrounding the work of the International Seabed Authority and progress made with regard to the BBNJ Agreement. The presentations will be given by the President and Vice-President of the Tribunal, Judges of the Tribunal from the African region, practitioners experienced in international adjudication and leading academics in the field.
