CIL Research Fellows Dr. Su Wai Mon and Dr. Trung Nguyen spoke at the Workshop on Maintaining Regional Maritime Stability: Challenges and Opportunities in Bintan, Indonesia
On 31 October 2025, CIL Research Fellows Dr. Su Wai Mon and Dr. Trung Nguyen spoke at the Workshop on Maintaining Regional Maritime Stability: Challenges and Opportunities in Bintan, Indonesia.
Su delivered a presentation on “Cyber Threats in the Maritime Domain: An Emerging Maritime Security Challenge,” where she highlighted how rapid technological innovation and maritime digitalization have increased cybersecurity vulnerabilities across ships, ports, and offshore infrastructure. She outlined key risk scenarios and the potential impacts of cyber-attacks on the maritime sector, and emphasized that effective responses require robust legal and policy frameworks supported by multilayered cooperation among relevant stakeholders.
Trung presented on the topic “The Threats of Dark ships to the marine environment: Possible responses by States surrounding the Strait of Malacca and Singapore.” In his presentation, he elaborated how vessels in the dark fleet present a risk of oil spills when carrying out ship-to-ship transfer in the EEZ of Malaysia and Indonesia. He argued that Singapore, Malaysia and Indonesia should cooperate to address this risk, not from the perspective of enforcing unilateral sanctions but to protect their marine environment from unsafe shipping practices.
