Youna Lyons at Track 1.5 Dialogue on Marine Scientific Research: Comparing and Reviewing Approval Process and Framework (Chatham House Rules)

Youna Lyons, Visiting Associate Professor, Centre for International Law, was invited as a reactor in a Track 1.5 Dialogue on Marine Scientific Research held under the Chatham House Rules and organised by the Marine Science Institute of the University of the Philippines and the United States Embassy to the Philippines. The online meeting was framed to compare and review approval process and framework for Marine Scientific Research under international law and in practice, in the context of the development of the Philippines capability in MSR. Youna provided comments on elements of the definition of MSR adopted by the bodies of the London Convention and its Protocol on the disposal of waste at sea, the consideration of environmental impacts from MSR, the regional context of the Indo-Pacific and the need for one or several identified regional data repositories. The map of area beyond national jurisdiction in the Indo-Pacific prepared by CIL was shared. It can be downloaded here.
