Denise Cheong and Nivedita S participated in Bridging Law and Technology: International Workshop for the Deployment of Small Modular Reactors

Denise Cheong, Head of Energy Law and Policy and Research Fellow Nivedita S participated in Bridging Law and Technology: International Workshop for the Deployment of Small Modular Reactors, co-organised by the OECD Nuclear Energy Agency (NEA) and the Swedish Government. The workshop took place in Stockholm from 8–10 December 2025 and gathered over 200 legal, technical, and policy experts from governments, industry, and academia. 

The workshop explored the complex legal challenges associated with emerging small modular, transportable, maritime, and Generation IV reactors, and discussed pathways to enable their safe and effective deployment. Key thematic discussions included authorising SMR designs; addressing pre-licensing and licensing challenges such as siting, environmental assessments, and public participation; factory manufacturing, mobile reactor transportation; maritime applications (propulsion, offshore, and onshore power); and issues concerning the fuel cycle, waste management, and decommissioning. 

Insights from the workshop will contribute to ongoing national and international legal and policy developments as the NEA advances its initiatives in this field.
