CIL Research Fellow Liu Yulu participated as a panellist in the 2025 Indian Ocean Forum, held on 10-11 April in Perth, Australia. This forum was hosted by the Embassy of France in Australia and co-organised by the Minderoo Foundation and the Forrest Research Foundation. It aimed to lay the groundwork for the Third UN Ocean Conference, to be held in June 2025 in Nice, France.

Yulu shared the panel with Professor Ross Garnaut AC, former Australian Ambassador to China and Director of the Superpower Institute at the University of Melbourne, Arieta Gonelevu Rakai, Head of Partnerships at the International Renewable Energy Agency (IRENA), Nicki Mitchell, Professor at the University of Western Australia, and Hugh Wolgamot, Senior Research Fellow at the University of Western Australia.

The panel focused on mitigating the impacts of climate change on ocean health and ecosystems, covering topics including international legal frameworks, developments in global energy transition, opportunities and challenges for Indian Ocean countries, and progress in renewable energy and marine science research. The panel was moderated by Professor Christophe Gaudin, Director of the University of Western Australia Oceans Institute.

The forum was virtually addressed by H.E. Emmanuel Macron, President of France.
