Prof Robert Beckman at ATxSummit


On 7 June 2023, Prof Robert Beckman participated in a Roundtable Discussion on “Securing Digital Connectivity” Global Issues: Global Approach” at the ATxSummit, a major global conference organized by the Infocomms Development Authority of Singapore (IMDA) and held at the Capella Singapore on 6-7 June 2023. At the roundtable Prof Beckman explained that the legal regime in 1982 UN Convention on the Law of the Sea was drafted in the age of telegraphic cables and was not adequate to address the issues arising from the laying, repair and protection of subsea cables which carry up to 98% of Internet traffic. He stated that subsea cables should be designated by governments as critical communication infrastructure. He also maintained that the protection of subsea cables required greater inter-agency cooperation at the national and regional levels as well as cooperation between governments and the cable industry. He called for the establishment of private sector-public sector partnerships to address the laying and repair of subsea cables as well as contemporary threats to the security of subsea cables.
