Rashmi Raman and Sheikh Sultan Aadil Huque Spoke at Beyond Public Attribution: Cyber Accountability and Criminal Liability
The CIL (public international law - cyber law and governance programme) collaborated with the Konrad-Adenauer-Stiftung Rule of Law Programme Asia (KAS) and High Commission of Canada on an expert dialogue on "Beyond Public Attribution: Cyber Accountability and Criminal Liability". Hosted at the premises of KAS on 30 Mar 2026, the by invitation only in -person dialogue brought together scholars, practitioners, policy makers, legal advisors, industry representatives for an engaging and robust dialogue to examine the challenges in securing accountability in cyber conflict and the pathways to bridge the gap between technical attribution and legal accountability.
Rashmi Raman delivered welcome remarks for the CIL (on behalf of Danielle Yeow, Lead Cyber Law and Governance) and spoke on the panel on "Individual Criminal accountability for Cyber Incidents".
