Su Wai Mon spoke at the 2025 Dialogue on ASEAN Maritime Security in Manila, Philippines
CIL Research Fellow Su Wai Mon was invited to speak on the panel entitled “Safeguarding Subsea Cables as an Emerging Security Challenge” during the 2025 Dialogue on ASEAN Maritime Security, held from 21–23 May 2025 in Manila, Philippines. The event was organised by We Protect Our Seas (WPS) in collaboration with KHAS Philippines and YCAPS.
In her presentation, Su Wai Mon highlighted the vital role of submarine communication cables as critical national infrastructure for ASEAN countries. She identified gaps in the current international legal framework, particularly under UNCLOS, and called for the strengthening of ASEAN mechanisms to better safeguard these cables. She also emphasized the need for a systematic legal and policy framework in each ASEAN member state, including the effective implementation of UNCLOS provisions related to submarine cable protection.
