Su Wai Mon spoke at the Conference on Enhancing Indo-Pacific Resilience Amidst a Volatile Geopolitical Landscape: South China Sea Security, Cooperation, and Strategic Foresight, organized by National Taiwan University

CIL Research Fellow Su Wai Mon (Oceans Law & Policy) was invited to speak at the Conference on Enhancing Indo-Pacific Resilience Amidst a Volatile Geopolitical Landscape: South China Sea Security, Cooperation, and Strategic Foresight, organized by National Taiwan University on 23 September 2025 in Taipei. She presented on Submarine Cables and the Strategic Use of International Law: Gaps in UNCLOS and Enforcement Challenges, highlighting provisions of UNCLOS relevant to submarine cable protection, including Article 113 requiring States to criminalize intentional damage. She also emphasized enforcement challenges in the Exclusive Economic Zone (EEZ) and disputed maritime areas, underscoring how legal ambiguities may be exploited as tools of lawfare—enabling states to influence cable deployment and access, or even to facilitate sabotage and espionage.
