CIL Research Fellow Dr Su Wai Mon undertook a research visit to the Cyber-SHIP Lab at University of Plymouth, a unique hardware-based maritime cybersecurity research and development platform. The visit aimed to deepen her understanding of the technical foundations of cyber risks in the maritime domain, thereby strengthening the practical grounding of her legal and policy research in operational realities. Discussions during the visit also explored how legal and regulatory frameworks can be more effectively designed and implemented to address existing and emerging cybersecurity threats to critical maritime infrastructure.

During her visit, Su delivered a presentation titled “Bridging Law, Technology and Practice: Legal and Regulatory Challenges in Maritime Cybersecurity” to students from the Ship Design programme, including doctoral students and post-doctoral researchers affiliated with the Cyber-SHIP Lab. The lecture examined the fragmented nature of existing maritime cybersecurity legal and regulatory frameworks, explored pathways for strengthening future governance approaches, and highlighted the importance of interdisciplinary collaboration and multi-stakeholder engagement in addressing evolving maritime cyber threats. The visit reinforced the importance of bridging law, technology, and operational practice in maritime cybersecurity research and policy development.
