Article 31: Entry into Force “1. This Agreement shall enter into force on the first day of the second month following the latter date on which at least one ASEAN Member Country and Korea have notified all the other Parties in writing of the completion of their internal procedures. 2. A Party shall, upon the completion of its internal procedures for the entry into force of this Agreement, notify all the other Parties in writing. 3. Where a Party is unable to complete its internal procedures for the entry into force of this Agreement by the date as set out in paragraph 1, this Agreement shall come into force for that Party 30 days after the date on which the Party has notified all the other Parties in writing of the completion of its internal procedures. The Party concerned, however, shall be bound by the same terms and conditions of this Agreement, including any further commitments that may have been undertaken by the other Parties under this Agreement by the time of such notification, as if it has notified all the other Parties in writing of the completion of its internal procedures before the date of entry into force of this Agreement.” |

This instrument was signed following negotiations based on Articles 1.3 and 2.2 of the 2005 Framework Agreement on Comprehensive Economic Cooperation Among the Governments of the Member Countries of the Association of Southeast Asian Nations and the Republic of Korea This instrument incorporates the 1994 General Agreement on Trade in Services Annex on Telecommunications. The date of entry into force given above is based on the Ministry of Foreign Affairs, Korea website which states that this instrument entered into force on 1 May 2009. Ratification/notification information was not available on the ASEAN Secretariat website at the time of this update. Thailand acceded to this instrument through the 2009 Protocol on the Accession of the Kingdom of Thailand to the Agreement on Trade in Services under the Framework Agreement on Comprehensive Economic Cooperation Among the Governments of the Member Countries of the Association of Southeast Asian Nations and the Republic of Korea.
