Decision of the Council, Paragraph 2:

“Resolves that the amendments to the Agreement shall enter into force on the date when the Depository Authorities (the Government of Japan and the ASEAN Secretariat) receive the instruments of acceptance from all member countries in accordance with Article XXI 3. of the Agreement.”
