BBNJ Workshop on Regime Interaction
at the University of Wollongong

7-11 May 2024


From 7 – 10 May 2024, leading academics, government officials and NGOs gathered at the Innovation Campus, University of Wollongong to discuss Regime Interaction under the BBNJ Agreement. The Workshop was organised by the Australian National Centre for Ocean Resources and Security (ANCORS) in collaboration with CIL-NUS and other research institutions in Asia and Europe. Ambassador Rena Lee, who was the President of the Intergovernmental Conference for the BBNJ Negotiations gave recorded remarks

In the Workshop, participants discussed different issues of the BBNJ Agreement and explored the possibility of its interaction with other international frameworks and bodies, such as the ISA, the IMO, the Antarctic Treaty System and RFMOs, etc. CIL has sponsored four legal experts to participate in the discussion as follows:

Professor Aldo Chircop, Dalhousie University, presented on “The BBNJ Agreement and Shipping – ABMTs and Regime Interaction” and on “Polar Shipping” 

Dr. Youna Lyons, CIL Global Senior Fellow, presented on “The BBNJ Agreement and Shipping – EIAs and Regime Interaction” 

Dr. Tara Davenport, Co-head of the CIL Oceans Law and Policy Team, moderated the Session on “The BBNJ Agreement and National Regimes” and presented on “The BBNJ Agreement and Deep-seabed Mining – ABMTs and Regime Interaction” 

Dr. Trung Nguyen, CIL Research Fellow, presented on “ABMTs at the Interface of the BBNJ COP and IMO” 


The CIL’s participation in the Workshop is supported by the MPA-CIL Oceans Governance Research Programme 2023 funded by the Singapore Maritime Institute (SMI-2023-MA-03).
