Workshop Report and Executive Summary

CIL and the ASEAN Secretariat (“ASEC”), with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (“GIZ”) GmbH, held a workshop on “Treaty Management in International Organizations: Lessons Learnt and ASEAN Practice” on 2 December 2016 in Jakarta at the ASEC premises. The workshop is a continuation of CIL’s 2012 “International Workshop on Treaty Law and Practice” and forms a part of CIL’s Treaty Law and Practice Project. The Workshop focused on the treaty management practices of the Association of Southeast Asian Nations (“ASEAN”), especially the newly established treaty office of the ASEC. It provided a rare opportunity for an open discussion on ASEAN treaty management between officers of the ASEC and ASEAN member states. The workshop offered perspectives on the treaty management practices of ASEAN, the Council of Europe and the International Atomic Energy Agency and discussed domestic treaty management practices of the United Kingdom, Singapore and Thailand. The Workshop’s output includes a set of recommendations designed to improve treaty practices in the region.

The Workshop report provides a summary of the proceedings and discussions at the Workshop and an overview of a larger project on best treaty practice of which the Workshop comprised a key element.
