Joel Ong presented on ‘An Introduction to Maritime Law Careers in Singapore’.

Dr. Davenport presented on “UNCLOS, IMO and Maritime Autonomous Surface Ships,” in Plenary Session 3 on Maritime Autonomous Surface Vessels.

Prof Robert Beckman participated in a Roundtable Discussion on “Securing Digital Connectivity” Global Issues: Global Approach” at the ATxSummit.

Prof Beckman made a presentation in Session 3, Navigational Regimes and Enforcement of Coastal State Jurisdiction.

The Conference was organised by the Centre for Public Policy Research of India in collaboration with Monash University and support from Australia’s Department of Foreign Affairs and Trade to support ASEAN-Australia-India Indo-Pacific Cooperation.

Robert Beckman participated in the UNODC (United Nations Office on Drugs and Crime) Legal Expert Meeting on the Review of the Maritime Crime Manual for Criminal Justice Practitioners. The meeting was held in Mauritius on 16–18 October 2019. Assoc Prof Beckman led a discussion on the protection of submarine cables and participated in the discussions on stateless vessels, shiprider agreements and transnational maritime environmental crime.

Robert Beckman participated in the UNESCAP Roundtable on 22 August 2019 at the MPA Academy in Singapore, giving a presentation on ‘Tsunami Monitoring from Ships, Offshore Structures and Submarine Cables: Legal And Jurisdictional Issues’.

The Roundtable was organised by UNESCAP, the MPA, the IMO, the SSA and the Global Compact Network Singapore in collaboration with 14 other organisations. The title of Roundtable was Maritime Sector Strategies to Augment Tsunami Monitoring with Economic, Safety and Environmental Benefits. The Roundtable discussed the potential public sector–private sector partnerships to augment tsunami-warning systems by placing warning devices on offshore platforms, ships and submarine cables.

CIL Ocean Law and Policy Programme Head, Robert Beckman, participated in a Submarine Cables Meeting in Colombo, Sri Lanka from 25 to 26 March 2019. The meeting was organised by the UNODC Global Maritime Crime Programme and the government of Sri Lanka. Associate Professor Beckman presented on causes of submarine cable faults and chaired a session on the legal issues that must be addressed to protect submarine cables.

Dr Tara Davenport participated in the Second Workshop on ‘Developing Options for the Implementation of the Due Regard and Reasonable Regard Obligations under UNCLOS’ held in Bangkok, Thailand on 29–30 October 2018. The workshop was the second one organised by the International Seabed Authority (ISA) and the International Cable Protection Committee (ICPC) to address the coexistence of submarine cables and deep seabed mining in areas beyond national jurisdiction. The workshop brought together representatives from the ISA, the ICPC, the cable industry, the mining industry, academia, and government representatives to discuss practical solutions to minimise interference with these two important uses of the oceans. Dr Davenport served as facilitator for the round-table discussions between the cable industry and deep seabed mining industry.

CIL Research Fellow Dr Zhen Sun and Research Assistant Anjali Sugadev participated in the DEHUKAM International Workshop – “Legal Status of Submarine Cables, Pipelines and ABNJ” on 7-8 April 2016 in Ankara, Turkey. The Conference was jointly organized by the Ankara University Research Center of the Sea and Maritime Law, Center for Oceans Law and Policy, University of Virginia and the International Cable Protection Committee. At the Conference, Dr. Sun spoke at a panel on the Law of the Sea and delivered a presentation on “Submarine Cables in the Sargasso Sea – Lessons for the Prep-Com”. On 12 June 2015, the Symposium for the Commemoration of the 20th Anniversary of the Rhodes Academy on Oceans Law and Policy was held at the United Nations in New York. Hosted by the Permanent Mission of Iceland to the UN, the Symposium featured Judge Tomas Heidar and several other Rhodes Alumni, who presented on current law of the sea issues. Most of the Symposium’s 70 participants had attended the Meeting of States Parties to the Law of the Sea Convention that took place the previous week. CIL, one of the sponsoring organisations of the Rhodes Academy, was represented at the Symposium by CIL Research Fellow (Non-Resident) Tara Davenport at which she gave a presentation on ‘Submarine Cables in Areas Beyond National Jurisdiction’. CIL Director Robert Beckman and CIL Visiting Research Fellow Captain J Ashley Roach attended the annual Plenary Meeting of the International Cable Protection Committee (ICPC) in Hong Kong from 28-30 April 2015. On 23 October 2014, as part of CIL’s continuing collaboration with the International Cable Protection Committee (ICPC), CIL, ICPC, George Washington University Law School and the Sargasso Sea Commission, co-sponsored a workshop titled ‘Submarine Cables in the Sargasso Sea – Legal and Environmental Issues Beyond National Jurisdiction’. CIL Global Associate Tara Davenport represented CIL and served as rapporteur at the Workshop. The objective of the Workshop was to start a dialogue between the submarine cable industry and the newly established Sargasso Sea Commission regarding best environmental practices for the laying and repair of cables in the Sargasso Sea. The Workshop brought together government representatives, representatives from the cable industry, academics, scientists and lawyers to discuss the impact that cable operations may have on the marine environment, the ecological sensitivity of the Sargasso Sea and whether any best practices should be adopted to minimise the impact, if any, of cable operations in the Sargasso Sea. CIL Director Robert Beckman and CIL Research Associate Monique Page were invited to attend the annual meeting of the International Cable Protection Committee (ICPC) in Dubai, United Arab Emirates. Prof Beckman made a presentation on ‘UNCLOS and the 2012 OSPAR Guidelines on BEP in Cable Laying and Operation’.

CIL Director Robert Beckman and CIL Research Associate Monique Page attended a CSCAP Experts Group Meeting on Security of Vital Undersea Communications Infrastructure on Monday 17 February in Jakarta. On Tuesday 18 February they will be attending a meeting of the CSCAP Study Group on Maritime Security. CSCAP is Council for Security Cooperation in the Asia Pacific (CSCAP). The Study Group is co-chaired by CSCAP Singapore, CSCAP Indonesia and CSCAP New Zealand. Prof Beckman will be making presentations at both of the meetings. CIL Director Robert Beckman participated in the APEC Workshop on ‘Enhancing Supply Chain Connectivity: Submarine Telecommunications Cable Resilience in the Asia-Pacific Region’. The Workshop was organised by Australia and held at the Pullman Bali Legian Nirwanna, Bali Indonesia. CIL Director Robert Beckman attended the SubOptic 2013 Conference in Paris on 22-23 April 2013. Professor Beckman served as a presenter in a Masterclass Tutorial on Maritime Jurisdiction and Submarine Telecommunications Marine Activities. The other presenters were Douglas Burnett, the International Law advisor of ICPC, and Graham Evans, a Director of EGS Survey Group.

CIL Research Fellow Tara Davenport participated at the 2012 Annual Plenary Meeting of the International Cable Protection Committee (ICPC) on “A Sea Change: Securing Submarine Cables in the Modern World”, held in Lisbon, Portugal from 17 – 19 April 2012. CIL Director Robert Beckman was a speaker at a Permitting Workshop on 12 October 2010 which was organized as part of Submarine NETWORKS World 2010 at the Grand Hyatt, Singapore. His presentation was entitled “The Legal Framework on Permitting for Submarine Cables” (download PDF version).

CIL Director Robert Beckman made a presentation on “The Law and Practice in Asia on the Protection of Submarine Cables” at the CIMA/COLP Submarine Cable Workshop in Beijing, China. Prof Beckman also served as Rapporteur for the Workshop. The Workshop was organized by the China Institute of Maritime Affairs (CIMA) of Beijing, China and the Centre for Oceans Law and Policy (COLP) of the University of Virginia, with support from the International Cable Protection Committee (ICPC).
