International Law of the Sea 2025

From 10–14 November 2025,  the Centre for International Law (CIL) of the National University of Singapore (NUS) delivered a course on the International Law of the Sea, supported by the Singapore Cooperation Programme (Singapore Ministry of Foreign Affairs). The course brought together 25 participants from 20 countries across Asia, Africa, Europe, Latin America, and the Pacific for a packed but rewarding week.

The course provided participants with a deep and practical understanding of UNCLOS and successfully addressed contemporary issues in ocean governance, such as the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement and the impacts of climate change. 

Learning was facilitated through interactive discussions and problem-based learning based on key UNCLOS topics. Participants also took part in two practical workshops, working in teams to analyse hypothetical scenarios and present their arguments. The programme also included a learning journey to Singapore Maritime Gallery, where participants learned Singapore’s rich maritime heritage and how Singapore maintains its position as a global hub port and leading international maritime centre.

The course trainers were CIL Director Dr Nilüfer Oral, Malta’s Ambassador for Climate Action Prof Simone Borg,  CIL Ocean Law and Policy Co-Head Emeritus Prof Robert Beckman, CIL Research Fellows Dr. Yulu Liu, Dr. Trung Nguyen, Dita Liliansa and Amiel Ian Valdez. The course facilitators were Research Fellow Dr Su Wai Mon and Research Associate Chau Do.
