This protocol committed Lao PDR to provide Most Favoured Nation Treatment and National Treatment to ASEAN Member States on a reciprocal basis.

This protocol also provided for Laos’ accession to:

1. 1976 Agreement on the Establishment of the ASEAN Secretariat and the amendments thereto in the 1983 Protocol Amending the Agreement of the Establishment of the ASEAN Secretariat (Economic Officers); 1985 Protocol Amending the Agreement of the Establishment of the ASEAN Secretariat (Term-of-duty of Secretary General); 1989 Protocol Amending the Agreement of the Establishment of the ASEAN Secretariat; 1992 Protocol Amending the Agreement on the Establishment of the ASEAN Secretariat; and 1997 Protocol Amending the Agreement on the Establishment of the ASEAN Secretariat;

2. 1979 Agreement on the ASEAN Food Security Reserve and the amendments thereto in the 1982 Protocol to Amend the Agreement on the ASEAN Food Security Reserve, and the 1997 Second Protocol to Amend the Agreement on the ASEAN Food Security Reserve;

3. 1994 Agreement for the Establishment of a Fund for ASEAN;

4. 1992 Framework Agreement on Enhancing ASEAN Economic Cooperation and the amendment thereto in the 1995 Protocol to Amend the Framework Agreement on Enhancing ASEAN Economic Cooperation;

5. 1992 Agreement on the Common Effective Preferential Tariff Scheme (CEPT) for the ASEAN Free Trade Area (AFTA) and the amendment thereto in the 1995 Protocol to Amend the Agreement on the Common Effective Preferential Tariff Scheme for the ASEAN Free Trade Area;
