Youna Lyons was invited as a speaker to the 3rd International Workshop on Maritime Cooperation and Policy Harmonisation organized by Xiamen University on 4th November 2022.

Youna made a presentation on Identifying Marine Sensitive Areas in the SCS under International Law where she emphasised the development and adoption of scientific and technical criteria under 15 instruments applicable in the South China Sea. She demonstrated their consistency and mutually-reinforcing content and application. The presentation can be downloaded here.

CIL Research Fellow Zhen Sun participated in the 6th World Congress for Korean Politics and Society 2017 organized by the Korean Political Science Association, Ministry of Oceans and Fisheries, Korea Foundation and Korea Maritime Institute. The conference was held in Yonsei University, Seoul on 22-24 June on ‘Rebuilding Trust in Peace and Democracy’. Zhen delivered a presentation on ‘Non-Traditional Maritime Security Cooperation in Southeast Asia‘ under the panel on ‘How to Promote Peaceful Uses of the Seas in Asia’.

CIL Research Fellow Dr Zhen Sun participated in a Conference on ‘The Russian Far East, Arctic, and China: Reshaping Northeast Asia in the 21st Century?’ on 25-26 May 2017 in Cambridge, the United Kingdom. The Conference was organised by the Center for Rising Powers and took place at the Scott Polar Research Institute at the University of Cambridge. Professor Robert Beckman (Head of CIL’s Ocean Law and Policy Programme), Dr Hao Duy Phan (CIL Senior Research Fellow) and Dr Lynn Kuok (CIL Senior Visiting Research Fellow) were invited to participate in the workshop on “Understanding Freedoms of Navigation-ASEAN Perspectives” on 7 March 2017 in Singapore. The workshop was organized by the Institute of Defence and Strategic Studies (IDSS) under the S. Rajaratnam School of International Studies. Professor Beckman presented an “Overview of the International Navigational Regimes”, and Dr Hao Duy Phan spoke about “Vietnam’s Regulations on Navigational Rights of User States in its Maritime Zones”. CIL Director Professor Robert Beckman, CIL Non-Resident Fellow Captain Ashley Roach, and Research Fellows Leo Bernard and Dr Zhen Sun participated in the 2015 International Symposium on Global Commons and the Law of the Sea in Hangzhou, China on 22-23 June 2015. The Symposium was co-organised by the Centre for Ocean Law and Governance, Guanghua Law School and Collaborative Innovation Centre for the Belt and Road Initiative, Zhejiang University. Professor Beckman delivered a presentation on ‘The Development of the Polar Code and Challenges to Its Implementation’, while Captain Roach presented on ‘Evolution of Soviet Maritime Navigation Policy and China’s Far Seas Operations’. CIL Director Professor Robert Beckman, CIL Global Associate Captain J Ashley Roach and CIL Senior Research Fellow Dr Hao Duy Phan were invited to participate in the 6th South China Sea International Conference on ‘Cooperation for Regional Security and Development’ on 17-18 November 2014 in Da Nang, Viet Nam. The Conference was jointly organised by the Diplomatic Academy of Viet Nam, the Viet Nam Lawyers Association and the East Sea Foundation. Professor Beckman and Dr Phan co-authored a paper on ‘Air Defence Identification Zones: Implications for Freedom of Overflight and Maritime Disputes’. Captain Roach presented a paper on ‘Conforming Maritime Claims to the Law of the Sea’. Professor Beckman also chaired a session at the Conference on ‘Confidence Building and Preventive Diplomacy’. CIL Director Robert Beckman and CIL Global Associate Captain J. Ashley Roach participated in the 38th Annual Conference of the Center for Oceans Law and Policy (COLP) of the University of Virginia in Bergen, Norway. The title of the Conference was ‘Challenges of the Changing Arctic: Continental Shelf, Navigation, and Fisheries’. Professor Beckman made a presentation entitled ‘Arctic Legal Issues and the UNCLOS Dispute Settlement Regime’. For a copy of his presentation, please click here. CIL Director Robert Beckman made a presentation on “Military Activities in the EEZ: Legal Issues” (download in PDF) at an international conference on “Security Environment of the Seas in East Asia: From the East and South China Seas – Power Shift and Response”. The conference was jointly organized by the Maritime Security Programme at the S. Rajaratnam School of International Studies (RSIS) and the Ocean Policy Research Foundation (OPRF) of Japan. It was held at the Marina Mandarin Hotel from 28-29 February 2012. The other two speakers in the panel on EEZ activities were Dr. Moritaka Hayashi, Professor Emeritus, Waseda University, and Dr. Jin Yongming, Associate Professor, Director of Center for Oceans Law, Law Institute, Shanghai Academy of Social Sciences.
