Joel Ong presented on highlights from his recent journal article published in the Carbon & Climate Law Review, entitled ‘Decarbonizing International Shipping at the IMO: Are Alternative Fuels The Way Forward?‘ in Session 1: Shipping and GHGs at the IMO, on the developments on ammonia and methanol as alternative fuels at the International Maritime Organization after the 2023 adoption of the Revised GHG Strategy.

Her presentation discussed the applicability of IMO regulations in regard to reducing greenhouse gas emissions from fishing vessels and possible ways forward.

Joel Ong presented on ‘An Introduction to Maritime Law Careers in Singapore’.

The event focused on the theme “Threats from the Global Commons.” She shared her forthcoming article about “Threats to Commercial Shipping During International Armed Conflicts.”

On October 26, 2023, Dita led a session on “Interception,” covering maritime zones, jurisdiction at sea, and grounds for interception under international law. The following day, October 27, 2023, Dita covered “Search and Rescue (SAR) at Sea” module, focusing on the international legal framework and the three phases of emergency set out in the SAR Convention. On both days, Dita also facilitated simulation exercises involving scenarios of smuggling of migrants by sea.

Dr. Davenport presented on “UNCLOS, IMO and Maritime Autonomous Surface Ships,” in Plenary Session 3 on Maritime Autonomous Surface Vessels.

The theme of this year’s MILOPS was ‘Cooperating to Defend the Rules-Based International Order in the Indo-Pacific.’

Dita Liliansa delivered a presentation titled ‘Regional Cooperation on Fishing Vessel Safety in Southeast Asia” at the 2023 International Marine Economy and Maritime Services Forum in Ningbo, China (17-19 July 2023).

The event was a side-line event of the 8^th International Maritime Security Conference 2023, jointly organised by S. Rajaratnam School of International Studies (RSIS) and the Australia National Centre for Ocean Resources & Security (ANCORS) on 5 May 2023 in Singapore.

It was held over two days on Monday 6 and Tuesday 7 September as an online meeting. Day Two of the Seminar was moderated by Gillian Grant, the Chair of the Legal Committee of the IMO. Prof Beckman spoke in Panel 5: Operating MASS: Legal issues related to communication and enforcement.

The title of his presentation was “Reduction of Emissions from Commercial Shipping: The Global Context and Singapore Initiatives”.

Dawoon made a presentation on “New Technology and Maritime Autonomous Surface Ships (MASS): How Does UNCLOS Evolve to Regulate the Impacts of MASS on the Marine Environment?”.

CIL Senior Research Fellow Vu Hai Dang took part in the 8th Meeting of the Sub-Committee on Navigation, Communication and Search and Rescue, which took place online from London, United Kingdom, 19 – 23 April 2021.

Dita was a member of the delegation for the Advisory Committee on Protection of the Sea (ACOPS), a Non-Governmental Organisations in a Consultative Status with the IMO.

Research Fellow Amber Rose Maggio participated in the International Conference on Regulatory Governance with the theme ‘Unpacking the Complexity of Regulatory Governance in a Globalising World’ at the Chinese University of Hong Kong on 4–6 July 2019. She presented her paper entitled ‘Climate Change Regulation, Shipping and the WTO: Conflicting Obligations?’ in a panel on challenges relating to transnational environmental regulation.  

At the 2nd Conference on Maritime Security and Coastal Surveillance Indonesia in Jakarta, Dr Zhen Sun spoke on ‘Fostering More Effective Non-Traditional Maritime Security Cooperation in Southeast Asia’ to an audience consisting of government officials, industry representatives, academics and members of other private sectors.

Dr Sun said that as non-traditional maritime security threats (eg, trafficking of drugs and humans, piracy and armed robbery against ships, etc) pose challenges to all Southeast Asian countries, coordinated efforts are required from various sectors on the national, regional and international levels. To use legal tools to address these threats, Southeast Asian countries will need to ratify and implement relevant international agreements.

Members of the CIL Ocean Law and Policy Programme participated in a workshop organised by INTERPOL on 17 April in Singapore entitled ‘Operation 30 Days at Sea: Asia Pacific Operational Planning Meeting’. The workshop was held as part of a year-long global project to enforce the international rules regulating marine pollution from ships. Associate Professor Beckman gave a presentation on ‘The Global Legal Regime Governing Ship-Source Pollution’. Research Fellow Dr Zhen Sun and Research Associate Ms Millicent McCreath also participated in the workshop, along with representatives from governments throughout the Asia-Pacific region.

CIL Senior Research Fellow Youna Lyons participated in the Meeting of the Scientific Group of the London Convention and Protocol on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter as an observer member of the delegation of the Advisory Committee on Protection of the Sea. The meeting was held at the International Maritime Organization in London on 27-31 March 2017.

CIL Senior Research Fellow Ms Youna Lyons attended the 38th Conference of the Parties to the London Convention and Protocol on the Prevention of Pollution by Dumping of Wastes and other Matters as a member of the Advisory Committee for the Protection of the Sea (ACOPS) delegation. The meeting was held at the International Maritime Organization Headquarters in London from 19-23 September 2016.

CIL Senior Research Fellow Youna Lyons attended the 37th Consultative Meeting of Contracting Parties to the 1972 London Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter and the 10th Meeting of Contracting Parties to the 1996 London Protocol to the London Convention at the IMO, in London, from 11-15 October 2015.

CIL was a sponsoring organisation at the 39th Annual Conference of the Center for Oceans Law and Policy (COLP) of the University of Virginia, which was held in Shanghai, China from 24-26 June 2015. The title of the Conference was ‘International Marine Economy: Law and Policy’. CIL Director Robert Beckman chaired a panel on grey areas in international boundary delimitation. CIL sponsored the participation of four speakers: CIL International Advisory Panel Member Arif Havas Oegroseno, Dr Clive Schofield, CIL Non-Resident Fellow Captain Ashley Roach and CIL Research Fellow Leonardo Bernard. CIL Research Fellow Dr Zhen Sun was invited to speak at a conference organised by the Joint Institute for Maritime Law and History of International Shipping Law School at East China University of Political Science and Law entitled ‘Maritime Non-Traditional Security Challenges in Asia-Pacific: An Interdisciplinary and Transnational Dialogue on Reconstruction of Legal Order’ on 15 November 2014, in Shanghai, China. More than 50 academics and students attended the Conference. Dr Sun delivered a presentation on ‘Mechanism under the 1988 SUA Convention for Combating Maritime Security Threats’, in which she argued that SUA provides States Parties with quasi-universal criminal jurisdiction over specific offences that threaten the safety of navigation. This may be an effective tool to address non-traditional maritime security threats in Southeast Asia if all States ratify and implement SUA. To download her presentation, click here.

CIL Director Robert Beckman taught at the 19th Annual Session of the Rhodes Academy of Oceans Law and Policy, which was held in in Rhodes, Greece. Professor Beckman delivered three lectures on the marine environment during the third week of the Academy and organised a 3-hour workshop on the legal regimes governing seafarers and fishers. He also judged the oral examination at the end of the course, together with three judges from the International Tribunal for the Law of the Sea. In addition, he attended meetings with other members of the Board of Directors of the Academy. CIL sponsored three participants to the 2014 Rhodes Academy: Ms Lusitania Lopez of Timor Leste, Mr Dara In of Cambodia and Mr Chen Li of China. Two Singaporeans who attended the Academy, Luke Tang of the Attorney-General’s Chambers and Kenneth Kwa of the Ministry of Foreign Affairs, won prizes for being the top students in the written examination.

CIL Research Associate Zhen Sun participated in the Second Asia Pacific Ocean Law Institutions Alliance (APOLIA) Conference, ‘After 20 Years of Implementation of UNCLOS by Asian Pacific States’, from 20-21 June 2014. The Conference was organised by the Centre for Ocean Law and Governance, Zhejiang University and the Korea Maritime Institute. Zhen delivered a presentation on Singapore’s implementation of UNCLOS, where she addressed the issues of Singapore’s international boundaries with its neighbouring countries and Singapore’s practice regarding IMO conventions. She also participated as a discussant at the International Symposium on ‘Sustainable Development and the Law of the Sea’ from 22-23 June 2014.

CIL participated in the 18th session of the Rhodes Academy of Oceans Law and Policy in Rhodes, Greece as a full sponsor, together with the Center for Oceans Law and Policy, University of Virginia School of Law (Charlottesville, USA); the Aegean Institute of the Law of the Sea and Maritime Law (Rhodes, Greece); the Law of the Sea Institute of Iceland (Reykjavik, Iceland); the Max Planck Institute for Comparative Public Law and International Law (Heidelberg, Germany); and The Netherlands Institute for the Law of the Sea, Utrecht University (Utrecht, The Netherlands). CIL Director Robert Beckman lectured at the Academy, where he delivered three seminars on ship-source pollution, non ship-source pollution and the South China Sea disputes and co-supervised a workshop on the international regulation of shipping. He also served as one of the four examiners for the oral examination at the end of the course, together with Judges Wolfrum, Cot and Golitsyn from the International Tribunal for the Law of the Sea. CIL Research Fellow Dr Hao Duy Phan won the Best Oralist Award at the Academy. Dr Hao Duy Phan, CIL Research Associate Monique Page and Cambodian official, Mr. Sok Khavan, participated in the Academy under the sponsorship of CIL.

CIL Director Robert Beckman participated in a seminar on Piracy & Maritime Security for the 21st Maritime Knowledge Shipping Session on 29 August 2012 at STI Capital Tower in Singapore. The session was jointly organised by the Singapore Maritime Foundation (SMF) and General Insurance Association (GIA). Prof Beckman was one two speakers. He made a presentation on “Piracy & Armed Robbery Against Ships: An International Law Perspective” (download in PDF format).

CIL Director Robert Beckman participated in the International Conference on ‘Cooperation for the Safety of Navigation in East Asia: Legal Arrangements and Political Implications’ in Haikou, China. The Conference was organized by the National Institute for South China Sea Studies. Professor Beckman was one of the Panellists on the panel focusing on Navigation in the South China Sea, where he talked about the use of Particularly Sensitive Sea Area (PSSA) in the South China Sea.
