Liu Yulu participated in the Fifth ERIA’s Expert Working Group Meeting on Marine Plastic Debris, Bangkok

This expert working group meeting invited participants from academia, government and industries to set the stage for the next steps towards the fourth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-4), and to discuss the establishment of a working group on extended producer responsibility (EPR) to enhance waste management in ASEAN member states.

Researchers from CIL Ocean Law and Policy Programme spoke at the 4th Meeting of the COBSEA Working Group on Marine Litter.

Youna Lyons, Cheng Ling Lim and Yulu Liu were invited to present on the ongoing project to develop a regional research network in the region of East Asian Seas, at the the 4th Meeting of the Coordinating Body on the Seas of East Asia (COBSEA) Working Group on Marine Litter. The meeting was held in Hanoi, Vietnam, 10-11 October 2022 in a hybrid format and it was attended by delegations of COBSEA member states and observers.

22 August 2019: Robert Beckman Participates in UNESCAP Roundtable at MPA Academy in Singapore

Robert Beckman participated in the UNESCAP Roundtable on 22 August 2019 at the MPA Academy in Singapore, giving a presentation on ‘Tsunami Monitoring from Ships, Offshore Structures and Submarine Cables: Legal And Jurisdictional Issues’.

The Roundtable was organised by UNESCAP, the MPA, the IMO, the SSA and the Global Compact Network Singapore in collaboration with 14 other organisations. The title of Roundtable was Maritime Sector Strategies to Augment Tsunami Monitoring with Economic, Safety and Environmental Benefits. The Roundtable discussed the potential public sector–private sector partnerships to augment tsunami-warning systems by placing warning devices on offshore platforms, ships and submarine cables.

21–22 November 2018: CIL Researchers Attend ICLOS Conference on Artificial Islands Beyond National Jurisdiction in Bandung, Indonesia

Youna Lyons and Dita Liliansa participated in the Indonesian Centre for the Law of the Sea (ICLOS)  Conference on Artificial Islands Beyond National Jurisdiction. The conference was organised by Universitas Padjadjaran in Bandung, Indonesia.

Ms Lyons was invited as a speaker and gave a presentation on ‘Artificial Islands, Installations and Related Activities by Non-State Actors in Area Beyond National Jurisdiction’.

Assoc. Professor Robert Beckman, Head of CIL’s Ocean Law and Policy Programme; Mr Anthony Wetherall, Senior Research Fellow; and Ms S Nivedita, Research Associate, participated in the KIOST International Seminar on Ocean Sciences Diplomacy (ISOSD): A Novel Approach to Establishing a Cooperative Regime in the Asian Waters through Ocean Sciences to Promote Regional Peace held in Ansan, Republic of Korea, on 24-27 October 2016. The seminar was organised by Korea Institute of Ocean Science & Technology (KIOST). Assoc. Prof Beckman presented on the ‘Global Legal Regime Governing Pollution of the Marine Environment from Offshore Installations and Structures’ while Mr Wetherall presented on the ‘Future Deployment of Transportable Nuclear Power Plants: Legal and Regulatory Issues and Challenges’, as jointly prepared by Mr Wetherall and Research Fellow Ms Denise Cheong, based on on-going research as part of the ESI-CIL Nuclear Governance Project. The Conference was jointly organised by the Diplomatic Academy of Viet Nam, the Viet Nam Lawyers Association and the East Sea Foundation. CIL Senior Research Fellow Dr Hao Duy Phan and CIL Research Fellow Dr Sun Zhen were invited to speak at the China-ASEAN Forum on Law, Policy and Management of the Sea on 4 August 2015 in Guiyang, Guizhou, China. Hao Duy Phan delivered a presentation on ‘ASEAN Cooperation on Maritime Security’ (download in PDF). Sun Zhen made a presentation on ‘Regional Sea Cooperation in East Asia’ (download in PDF). The Forum was co-organised by the Ocean University of China and the Guiyang College of Traditional Chinese Medicine, and sponsored by the Ministry of Education and Ministry of Foreign Affairs of China. More than 50 participants from China, ASEAN Member States and other states attended the Forum.

CIL Senior Research Fellow Youna Lyons was invited by the Ministry of Foreign Affairs of the Philippines as a presenter in a side event they organised on UNCLOS and the protection of the marine environment during the Meeting of the States Parties to the Law of the Sea Convention, at the United Nations Headquarters in New York, on 10 June 2015. CIL Director Professor Robert Beckman and CIL Senior Research Fellow Dr. Hao Duy Phan were invited to participate in the Conference on ‘Legal Issues regarding China’s Placement of the Oil Rig Haiyang Shiyou 981 in Viet Nam’s Exclusive Economic Zone and Continental Shelf’ in Ho Chi Minh City, Viet Nam. The Conference was organised jointly by the Ho Chi Minh City University of Law and the Viet Nam Lawyers Association. Professor Beckman made a presentation on the Dispute Settlement regime under the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and Implications for the Disputes between Viet Nam and China. CIL staff organised and participated in the ‘International Conference on Transboundary Pollution: Evolving Issues of International Law and Policy’. The conference was held at the Orchard Hotel, Singapore. Prof Tommy Koh and Prof S Jayakumar served as co-chairs of the conference. CIL Director Robert Beckman presented a paper on ‘State Responsibility for Transboundary Marine Pollution’, CIL Senior Research Fellow Youna Lyons presented a paper on ‘Transboundary Pollution from Offshore Activities: A Study of the Montara Offshore Oil Spill’, and Prof Alan Tan presented a paper on ‘Co-operative and Unilateral Mechanisms to Combat Forest Fires and Transboundary Haze’ in Southeast Asia. CIL Senior Research Fellow Hao Duy Phan played a major role in organising the Conference. CIL Research Staff Members Hao Duy Phan, Monique Page, Leonardo Bernard, Ranyta Yusran and Zhen Sun served as rapporteurs of the Conference, while Yvette Anthony served as Master of Ceremony. CIL Senior Research Fellow Youna Lyons played a key role as CIL’s point person in organising a marine science, engineering, law and policy workshop entitled ‘Rigs-to-Reefs Prospects for Large Scale Artificial Reefs in Tropical Southeast Asian Seas’. The Workshop was organised jointly by CIL, the NUS Tropical Marine Science Institute (TMSI) and the NUS Centre for Offshore Engineering (CORE). On 19 September 2013, CIL Senior Research Fellow Youna Lyons took part as speaker and facilitator to the Rigs-to-Reef workshop organized by Universiti Technologi Petronas (UTP) Offshore Engineering Centre (OECE) at Impiana KLCC, Kuala Lumpur. She made a presentation on the international legal issues surrounding rigs-to-reefs in Southeast Asia. This presentation which focused on the development of Rigs-to-Reef in Malaysia is a prelude to the regional level workshop on the Prospects for Rigs-to-Reefs in Southeast Asia co-organized by CIL on 12-13 November 2013. CIL Research Fellow Leonardo Bernard participated at the Conference on Maritime Confidence Building Measure in the South China Sea on 11-13 August 2013 in Sydney, Australia. The Conference was organized by the Australian Strategic Policy Institute. Leo joined the second panel on Maritime cooperation in the South China Sea, which addressed issues associated with current state of maritime cooperation and prospective areas for cooperation. CIL Director Robert Beckman and CIL Research Fellow Leonardo Bernard participated at the International Symposium on Peaceful Use of the Sea and Maritime on 22-23 June 2013 in Hangzhou, China. The Conference was organized by Centre for Ocean Law and Governance at Guanghua Law School, Zhengjian University. Prof Beckman and Leo joined the third panel on peaceful means for maritime dispute settlement together with Dustin Kuan-Hsiung Wang from national Taiwan Normal University and Anne Hsiu-An Hsiao from National Chengchi University, Taiwan. Prof Beckman presented a paper on “Framework and Issues for Joint Development of Hydrocarbon Resources”. CIL Director Robert Beckman chaired a panel on Boundary Disputes Involving Oil & Gas Fields at the Oil & Gas Asia Dispute Resolution Conference at the Shangri-la Hotel in Jakarta on 5 June 2013. The conference was organized by the Singapore International Arbitration Centre (SIAC). The other members of the panel were Will Thomas of the Paris Office of Eversheds, Dominic Roughton of the Tokyo office of Herbert Smith Freehills, and Wesley Harris of the Malaysian office of Royal Dutch Shell.

CIL Research Fellow Leonardo Bernard spoke at the 3rd Annual CSIS South China Sea Conference – “Managing Tensions in the South China Sea” on 5-6 June 2013 in Washington DC, USA. The Conference was organized by the CSIS Sumitro Chair for Southeast Asia Studies. Leo joined the last panel on Policy Recommendation to Boost Cooperation in the South China Sea together with Ms Bonnie Glaser, CSIS Freeman Chair in China Studies, and Mr Chirstian Le Miere, Senior Research Fellow from the International Institute for Strategic Studies. Leo presented a paper on “Prospects for Joint Development in the South China Sea” which discussed about how claimant States can set aside the dispute to jointly develop the resources in the South China Sea. CIL Director Robert Beckman participated in an international conference on the South China Sea which was organized and hosted by the National Institute for South China Sea Studies (NISCSS) in Haikou, Hainan, China from 5-7 December 2012. The theme of the conference was “Recent Development of the South China Sea Dispute and Prospects of Joint Development Regime”. Prof Beckman presented a paper entitled “Legal Framework for Joint Development in the South China Sea”.
