On 12 December 2025 in Ha Noi, Viet Nam, CIL Senior Research Fellow Dr Trung Nguyen spoke at the Conference on the Development of International Law, organised by the Ministry of Foreign Affairs of Viet Nam in collaboration with the Viet Nam Society of International Law (VSIL).

The Conference brought together government officials, legal experts, and academics from Viet Nam to discuss developments in international law in 2025. The programme comprised sessions on sea level rise, the activities of international courts and tribunals in 2025, the Ha Noi Convention on Cybercrime, the IMO’s MASS Code, and green subsidies in international trade.

Trung presented on “The Development of the MASS Code by the IMO and Implications for Viet Nam”, discussing how countries such as Viet Nam should adopt a holistic approach in negotiating the MASS Code at the IMO, taking into account international practice and the law of the sea under UNCLOS 1982.
